Russian President Vladimir Putin held an operational meeting with the permanent members of the Russian Security Council. The Russian President said: "We have two issues. One of them has a general military-political nature, and the other is more specific, which is the strategy for developing Russia's Arctic region and ensuring national security in the Arctic." The President began the meeting by giving the floor to Yuri Trutnev, Deputy Prime Minister and Plenipotentiary Presidential Envoy to the Russian Far East Federal District. Nikolai Patrushev, assistant to the Russian president, also submitted a report.
