(Seoul = Yonhap News) Reporter Lim Ki-chang = It was found that over the past six years, in the nationwide apartment sales market, the number of ineligible people whose winnings were canceled due to errors in calculating additional points or lack of qualifications reached the 50,000 level.

According to data submitted by People Power Party lawmaker Yoo Sang-beom, a member of the National Assembly's Land, Infrastructure and Transport Committee, from the Ministry of Land, Infrastructure and Transport on the 25th, among the 791,856 people who won apartment subscriptions nationwide through the Korea Real Estate Board's subscription website from 2021 to August 20 this year, the number of winners who were judged ineligible was 53,867 (6.8%).

The number of ineligible winners by year peaked at 21,221 people (8.9% occurrence rate) in 2021, when the subscription market was overheated due to the preference for newly built apartments and the government's control of high sales prices, followed by 13,813 people (7.8%) in 2022, 6,052 people (5.3%) in 2023, and 2024. It showed a decline to 6,188 people (5.2%) and to 4,277 people (5.1%) in 2025.

Even this year, as of August 20th, 2,316 people (4.1%) were ineligible and had their winnings canceled.

As a result of analyzing 32,646 cases detected since 2022, when management of reasons for ineligibility began, 'error in calculating the period of homelessness of the applicant and spouse' (4,566 cases) was found to be the most common reason. This was followed by ‘household ownership by household members’ (4,150 cases), which did not recognize the housing/sale rights held by household members, and ‘error in selection of residential area’ (2,321 cases).

There were many cases of losing eligibility due to simple errors, such as 1,132 cases in which the applicant was included in the list of dependents when calculating additional points for subscription, even though he should have been excluded.

In addition, in the special provision for newlyweds, there were many cases of ineligibility due to lack of proper understanding of the system, such as exceeding the marriage period (7 years) (1,178 cases), failing to qualify as single (1,397 cases), failing to meet the head of household requirements (1,076 cases), and exceeding the income standard (1,021 cases).

By region, 49.1% (26,422 cases) of all ineligible cases were concentrated in the metropolitan area, where subscription competition is high. Gyeonggi Province had the most cases (17,205 cases, 31.9%), followed by Incheon (6,170 cases, 11.5%), South Chungcheong Province (3,709 cases, 6.9%), and Seoul and Gyeongnam (3,047 cases each, 5.7%).

Rep. Yoo Sang-beom said, "Due to complex regulations, damages are continuing, such as miscalculating the period of homelessness or having the winnings canceled due to placing oneself as a dependent," and added, "There is a need to fully mandate the 'automatic pre-qualification verification system' that filters out errors in additional points at the application stage by linking resident registration, family relations, and the Ministry of Land, Infrastructure and Transport's home ownership verification system in the application homepage."
