Hsinchu County Government reports another corruption case! The Hsinchu District Prosecutor's Office today (23rd) investigated a serious case of corruption involving government-business collusion! A man surnamed Liao, employed by the Public Works Department of the Hsinchu County Government, was suspected of being "supported" by property developers for a long time. He even entrusted construction companies to handle stocks on their behalf, invest in construction projects and pay dividends. He also accepted cash, stock dividends, brand-name bags and even banquets from the operators. The amount involved was more than 10 million yuan. The prosecutor has now prosecuted Liao and seven other people from related industries in accordance with the "Corruption Crimes Ordinance" and other crimes. The whole case was transferred to the Hsinchu District Court today. In the evening, the court ruled that Liao Nan and the business owner surnamed Liu should be detained without permission.

An investigation revealed that Liao Nan had been working in the Public Works Department of Zhuxian County Government since 2000, but he used public power as a tool to make money. The person in charge of Qianyao Company, a man surnamed Jiang, has entered into a "long-term cooperation" with Liao Nan in 2015 in order to ensure that the construction project can smoothly obtain construction and operating licenses. Jiang Nan will help Liao Nan manage stocks, invest in construction projects and distribute dividends, and even stuff cash directly in the car or office. Liao Nan provided "fast customs clearance" review services for him, and the cumulative illegal benefits received and managed amounted to more than 11.66 million yuan.

On the other hand, in order to make huge profits, the men surnamed Liu and Dai, the actual persons in charge of the Cai Fu Soil and Materials Market, resorted to the "one order, multiple uses" method to repeatedly use the land and materials joint orders to falsely report the quantity, thereby bypassing the collection capacity limit. In just two years, the two overcollected earthworks and robbed 48.15 million yuan in illegal income. They even required manufacturers to pay in cash and issued invoices with understated amounts, secretly evading millions of dollars in business tax and profit-making enterprise income tax.

Further investigation revealed that in order to cover up the illegal overpayment, Liu Nan had also "supported" Liao Nan in cash, brand-name bags, banquets and even helping to negotiate for job vacancies since 2019 (with benefits of approximately 1.28 million yuan). After receiving the benefits, Liao Nan secretly stamped "Verified" on the system even though the employer did not send all the monthly reports, closing his eyes to help the employer protect the pass.

The Hsinchu District Prosecutor's Office pointed out that Liao Nan's personal criminal income amounted to more than 12.94 million yuan, and the real estate industry operators' income from overcharging and tax evasion exceeded 53 million yuan. After the incident, Liao Nan took the initiative to pay back 1.73 million yuan, and the industry also paid back 50 million yuan to deduct the case. Prosecutors emphasized that construction review and earthwork management are related to homeland security, and they will continue to strictly investigate collusion between government and businessmen and will never lend leniently.
