Taitung County Speaker Wu Xiuhua, a Kuomintang candidate who is vying for the county magistrate position at the end of the year, was exposed to the scandal of the Toei Resort, a joint venture owned by his family, and was exposed by county councilor Lin Shentian in cooperating with three groups to promote the rezoning of 45 hectares of self-owned municipal land in front of Taitung Station. This development project, with a total budget estimated at NT$2.03 billion, is said to be closely controlled by the Wu family and the three groups, from the organizational structure to the land layout. In this regard, Lin Shentian pointed out that the core decision-making of the station front rezoning case is completely controlled by a specific camp, which raises questions about how to ensure the fairness of subsequent huge interests such as land price assessment and offset land allocation.

Wu Xiuhua, chief staff officer of the competition, said that he would ask again to decide whether to respond.

Lin Shentian pointed out that the core power structure of the rezoning committee also shows a high degree of overlap. The chairman of the board of directors is Zhong Jiacun, the founder of the three places group. The list of directors includes Wu Xiuhua's brother Wu Junli, sister Wu Xiuying, nephew Zheng Renzong, as well as representatives of Shangfa Construction, Jinyang Construction and other companies under the three places group. The redistricting committee was approved for preparation in 2016 and officially established in 2020. Its registration address is directly located at the Lianhang Road Tower where Wu Xiuhua’s service office is located, which is also the centralized registration office of Wu’s enterprises.

In addition to organizational control, the layout of the land in the rezoning area also raises concerns about land speculation, targeting reserved land for public facilities with limited development and low prices, with the intention of changing the value through rezoning. Taking the approximately 2.1-hectare "Wen (Primary) 2" school land in the district as an example, the Wu family and related parties from the three local groups have obtained nearly half of the shares. Property declarations from the Supervisory Yuan show that Wu Xiuhua’s policeman husband Gao Wang Xiuyong purchased four school sites during the preparation period in 2017, and Wu Junli’s wife Kuang Lizhen and Zhong Jiacun also purchased in subsequent years.

Lin Shentian said that because many land parcels are jointly held by multiple people and even registered at the same address, he doubts whether there is a situation where landowners are falsely paid to consolidate the control of the redistricting committee. According to the plan, the land price is expected to skyrocket from the original purchase price of about 5,700 yuan per square meter to 26,145 yuan, a four-fold increase.
