Zhang Longde, the former secretary-general of the Lianjiang County Government, was suspected of escorting his wife's uncle Xiao Songnian to undertake the city planning tender case. He won the bid for 19.78 million yuan and obtained more than 4.49 million yuan in illegal benefits. The Taipei District Prosecutor's Office also found that after the handling section chief raised objections to the performance of the contract and called for political action, Zhang Jing asked him to be transferred. He also reported to his wife's uncle that "we are currently dealing with personnel adjustments!" He was prosecuted for corruption and profiteering, government procurement laws and other crimes.
The lawsuit pointed out that Zhang Longde served as the secretary-general of the Lianjiang County Government for 10 years from January 2015 to July 2025, spanning the terms of the two county magistrates Liu Zengying and Wang Zhongming of the Kuomintang. He has served as the chief of staff of the county government for a long time and is responsible for the management and supervision of projects and comprehensive reviews of urban plans. On March 26, 2020, the Lianjiang County Government announced that it would handle the procurement case for the "Comprehensive Review of Five Cities Plans" including Nangan, Beigan, Juguang, Dongyin and uninhabited islands, with a budget of 19.85 million yuan. The next afternoon, Zhang Longde was invited by Xiao Songnian to meet with Xiao and Li Wanyu at a coffee shop in Da'an District, Taipei City to discuss bidding matters.
At that time, the Metropolis Company controlled by Xiao Songnian was not qualified to bid, and because he was related to Zhang Longde, it might affect the bid review. In order for Xiao to successfully accept the bid, Zhang and others approached Xingyuan International Engineering Development Company to "borrow a license" and agreed to pay 1% of the total bid price as a license fee. In the end, Xingyuan won the bid with a price of 19.78 million yuan, but the actual person who performed the contract was a city resident; Xingyuan deducted a license fee of 197,800 yuan and then transferred the performance payment to the city residents.
Zhang Longde knew clearly that the bidding case involved his wife's uncle's interests, and that Dudu Liren Company was suspected of borrowing a license to bid. According to the law, he should have avoided and dealt with the issue of illegal bids, but did not take relevant measures. Instead, in May of the same year, he approved the signing of the bidding case and the use of seals, so that Xingyuan Company and the county government completed the contract, and Dudu Liren Company was able to continue to perform the contract.
Until October 2021, Zhang Longde joined the LINE group of Xiao Songnian and Li Wanyu. Xiao successively complained that Gu Qiping, the chief of the Metropolitan Planning and Construction Management Section in charge of contract performance management, made "unreasonable demands" on manufacturers, and sent six official documents to Zhang, including the county government's request for manufacturers to make corrections in accordance with the resolution of the review meeting, otherwise liquidated damages would be deducted on a daily basis.
After learning about it, Zhang directly requested the Director of Public Works that all relevant official documents in the future must be approved by him, and reported to Xiao: "I have informed the Director that the monthly reports will be responded to from now on, and I will personally preside over them. In the future, all official documents related to the metropolitan planning inspection must be approved by me before being issued." After that, the relevant working group was also personally chaired by Zhang.
In August 2022, Gu Qiping believed that some of Zhang Longde's instructions at the work meeting may increase the county government's contractual obligations and make it difficult for manufacturers to determine breach of contract when they are overdue. Therefore, he put forward different opinions in the signature document and would handle the political affairs office. After Zhang Longde read the signature, he asked the Director of Works to transfer Gu Qiping from the position of chief of the Metropolitan Planning and Construction Management Section. The Director of Works, considering the operation of the agency and Gu's retirement plan, suggested that the deputy director take over the bid, and Zhang agreed.
In August of the same year, Zhang Zaichuan told Xiao Songnian on LINE: "It has been approved, but Section Chief Gu has objections. I originally wanted to return it, but for the sake of timeliness, it was approved. We are currently processing personnel adjustments!" After that, Gu Qiping did not participate in the bidding meeting from September of the same year to March of the following year, and official documents were no longer sent to him for review. It was not until Gu was excluded from participating in the bidding and the obstacles to contract performance were eliminated that Zhang Longde returned the right to host the meeting to the Public Works Department.
Huang Wanjun, the prosecutor in charge, calculated that Metropolis Company obtained 4,494,820 yuan in illegal benefits through this case. In addition to prosecuting Zhang Longde, they also asked the court to confiscate it. Xiao Songnian and Li Wanyu were involved in borrowing signs to bid, and they were both deferred for two years and each paid NT$200,000 to the public treasury. If Deng Hao and Guo Qian were allowed to borrow the signs, they were each deferred for two years and paid NT$100,000. In addition, prosecutors once investigated whether the 400,000 yuan Xiao Songnian remitted to his sister involved bribery or bribery, but found no consideration relationship and neither of them was prosecuted.
