The nation's first social housing project for the redevelopment of dilapidated elderly people, the "Li Xiao Hao Room", held a groundbreaking ceremony in Da'an District today. It was formerly the Fuyang campus of the National Institute of Information and Communications Security of the Executive Yuan and the executive dormitory of the Executive Yuan. It is an old building and is close to markets, parks and Linguang Station of the Taipei MRT Wenhu Line. The central government spent NT$940 million on planning. There are a total of 137 households in the two buildings, mainly single and double rooms. Among them, 22 single rooms are maintained as work dormitories. The rest respond to the needs of local social housing and accelerate the progress through turnkey contracting and reconstruction for the elderly. The bid was awarded in January last year, the construction license was obtained in May this year, and groundbreaking was started today. It is expected to be completed in March 2029.
Chen Jiannan, deputy director of the Social Housing Department of the National Center for Housing and Urban Renewal, said that including those to be started, under construction and completed, the central government has "directly built" social housing in 14 locations in Taipei City with a total of 2,853 units, located in Beitou, Songshan, Wanhua, Shilin, Neihu, Nangang, Wenshan and Da "Li Xiaohao Room" in An District; this project is the 9th project that the central government has started in Beishi and the first in Da'an District. It is also the first social housing project in the country to be built in accordance with the "Reconstruction Ordinance for the Reconstruction of Dangerous Elders" under the instructions of the Executive Yuan. It combines public safety, responds to local social housing needs, and revitalizes public assets. It is an important milestone.
Chen Jiannan pointed out that "Lai Xiao Hao Room" is located at Lane 308, Section 3, Heping East Road. The original site was the Executive Yuan's dormitory, office and archives warehouse. The building is over 59 years old and is close to Bailan Market, Lai Xiao Park, Fuzhou Mountain Park, and Linguang MRT Station. The construction project is divided into bases A and B. Through the establishment of continuous green belts along the road, significant building setbacks, modular structural design, and centralization of pipelines, a comfortable, ventilated, bright, and safe living space will be created. Single rooms are about 13 to 15 square meters, and double rooms are 21 to 23 square meters. They come standard with variable frequency air conditioners, forced exhaust water heaters, IH furnaces or gas furnaces, system cabinets, and range hoods.
Base A plans to build one building with 3 floors underground and 10 floors above ground, with a floor area of 9,972 square meters and a total of 85 households. B1 to B3 provide 75 car parking spaces. There are shops, community activity centers, and community gathering spaces on the first floor. The second to 10th floors are residential spaces, with 43 single-occupancy units and 42 double-occupancy units.
Base B plans to build one building with one underground floor and nine floors above ground, with a floor area of 3,677.6 square meters and a total of 52 households. B1 provides 88 motorcycle parking spaces, with shops and community gathering spaces on the first floor, and residential spaces on the second to ninth floors, all of which are single rooms.
Chen Jiannan explained that the building is also equipped with an early warning monitoring and emergency response system. When an earthquake occurs, the elevator will stop at the nearest floor and report the information to the earthquake center. It also adopts a safety ladder positive pressure system, layer-by-layer isolation between pipes, low thresholds, barrier-free, and non-slip toilet space floors to ensure the safety of the building and residents. At the same time, energy-saving and carbon-reducing air conditioning equipment, lamps, water heaters, green building materials, etc. are used.
Hua Jingqun, chairman of the National Center for Housing and Urban Renewal, mentioned that three or four years ago, Lee Meng-yan, then Secretary-General of the Executive Yuan, asked for help in solving the problems of old dormitories and poor environment, and at the same time building social housing in Da'an District. The two parties hit it off and considered that the replacement process would take a long time. They tried to use the "Reconstruction Ordinance for the Reconstruction of Dangerous Elders" to improve the environment as quickly as possible. Minister of the Interior Liu Shifang expressed his feelings and said that after passing many hurdles, he was very happy and gratified to finally see that the "Lai Xiao Hao Room" has entered the groundbreaking stage. He hoped that the project could be completed as scheduled and with high quality.
