Tension is rising between Seoul and Kiev over the transfer to South Korea of two North Korean soldiers captured while fighting for Russia. South Korea's presidential office yesterday demanded an "official explanation and apology" from Ukraine, accusing Kiev of violating an agreement to keep the operation confidential and subsequently denying its existence. This was reported by Yonhap and Aju Press. The request comes after President Lee Jae Myung had already expressed "deep regret" over the disclosure of the transfer, stressing that the matter could have "a huge impact on diplomacy and national security", as well as on the security environment on the Korean Peninsula. According to presidential secretary Seong Ghi-hong, it was Ukraine itself that requested confidentiality, also for reasons related to the safety of the two soldiers and their families in North Korea. President Volodymyr Zelensky announced the transfer last week at the UN General Assembly. Kiev disputed the South Korean reconstruction, claiming there was no confidentiality agreement. Seoul has now said it is considering "further measures" in the case. The two North Koreans were captured in January 2025 in Russia's Kursk region and had expressed a desire to move to South Korea.
In Kiev three people have been injured in Russian attacks since the start of the day. The mayor of the city, Vitaliy Klitschko, announced this on Telegram, as reported by Ukrinform. "Since the beginning of September 28, three people have been injured in the capital. All three are in the Podilskyi district. Two of them, a 15-year-old boy and a 15-year-old girl, were treated on the spot. One, a 17-year-old boy, was hospitalized," he said. Klitschko also reported that a drone hit an office building in Shevchenko district. In the Obolonsky district, gas pumps were damaged as a result of a drone strike.
