The Hsinchu City Government yesterday conducted a report on the cause analysis of the 626 heavy rainfall at the city council. Director of Public Works Chen Mingzheng classified the landslides on the slopes of the free parking lot, the dents in the lanes and indoor water leaks as natural slope disasters caused by heavy rains. He also said that the water conservation project only built the slope toe retaining wall and did not deal with the slope surface. City Councilor Liao Ziqi thinks the tragedy at the Liberty Park was a natural disaster or a man-made disaster? This heavy rainfall proves that the city's renovation project cannot withstand inspection. The city government should not attribute the free parking lot to a 50-year-old facility. Therefore, the most severe damage to the free parking lot this time is the city's new water conservation project.
Liao Ziqi mentioned that the slope collapse of the free parking lot was classified by the city government as a "natural slope disaster caused by heavy rain." But the Liberty Park was only accepted last October, and she remembered that the city government had spent tens of millions more to build water conservation and retaining walls, including building retaining walls, flood detention ponds, and slope diversion. The result? A rain breaks the power. In Chen Mingzheng's answer, he mentioned that the water conservation project deliberately only built the retaining wall at the toe of the slope and did not treat the slope surface. This was because there was vegetation on the slope surface during the construction, and the erosion prevention could be left to the trees above. But now this rain, the city government wrote that the cause of the disaster was "water coming out of the slope and washing the slope" plus downed trees. Doesn't it mean that the original assumption that vegetation can prevent erosion has been proven untrue.
The quality of the city government's projects can be seen in just one rain. Liao Ziqi emphasized that the free parking lot has been inspected and accepted. Is this project still within the warranty period? If it is during the warranty period, will the original manufacturer be responsible for post-disaster repairs instead of the city government refinancing the budget and asking citizens and taxpayers to foot the bill? Are the repair costs due to defects in the manufacturer's work, or do they require citizens' money? And what collapsed this time was the new water conservation slope built by the city last year, not the 50-year-old runway. Old runways and slope collapse cannot be confused.
