Dinh declared at that time that it was only to help fans in Vietnam watch copyrighted football matches at home and abroad for free. About 8 months later, Dinh met Pham Nguyen Dung and changed direction to develop XoilacTV according to the model of making money from advertising. Dung waived all construction and operating costs. Determined to contribute expertise. Profits are divided in half.
According to investigation results, by February 2026, the system had developed many pirated websites such as 90PhutTV, VeboTV, CakeoTV, ThapcamTV, XoilacTV, BanhkhucTV, CakhiaTV, RakhoiTV, QuaytayTV, CaheoTV and hundreds of alternative domain names each time they were blocked.
This system is collectively known as the SBG department or the 90 Minutes project and the Cakhia project.
The investigation agency of Hung Yen Provincial Police accused Dinh and Dung of being the main organizers and operators of the system, so they proposed prosecution for Infringement of copyright and related rights and Organizing gambling; The remaining 72 people in the case were accused of infringing copyright and related rights, organizing gambling, gambling or spreading depraved cultural products.
Most of the defendants are young and freelance workers.

Dinh directly recruits about 30 commentators for the system. Police determined that from January 5, 2025 to February 1, 2026, Dinh participated in commentating on 47 football matches in the Premier League, UEFA Europa League, FA Cup, UEFA Nations League, and Carabao Cup. Among these, 37 football matches infringed the copyrights of broadcasting units including K+, FPT, and VTVcab.
The total salary that Dinh received from the above football matches was about 22 million VND, however, he did not receive this money but donated it to the project's general fund to buy snacks, parties or visit sick people.
According to the investigation agency, Dinh's main income comes from project management and development of 90 Minutes and Cakhia. This person also receives a fixed salary through Heligate Joint Stock Company.
The total amount of money Dinh allegedly benefited from was 12 billion VND, used up for travel, shopping, debt repayment, food and living expenses.
Commentator earns billions of income
According to the conclusion, Tuan (Capitain commentator) was assigned by Dinh to be the Team Leader for recruitment, management, and administration during the process of commenting on sports matches. Depending on the time, the system has about 30 commentators in football, basketball, billiards, martial arts, Esports, and racing.
The official group includes well-known commentators such as Captain, Batman, Rabbit Man, and Hammer Man, who work directly at the company and are contracted. To calculate salary, Tuan is based on the regulations for each sport such as football, basketball, volleyball, badminton, tennis and divided into levels with main commentators and collaborators.
Matches will be divided into 3 time categories for commentary fees. Matches under 1 hour and 30 minutes are considered below standard and are paid 200,000 VND per match. Standard matches from 1 and a half to 3 hours pay 350,000 to 500,000 VND per match. More or less money will depend on the sport, tournament and quality of the commentator.
At football matches, the Premier League will have a salary of 500,000 VND per match for official commentators or 400,000 VND for collaborators.
Matches with a playing time of 3 hours or more are considered outside the standard and commentators are paid 500,000 VND. Sports like badminton, table tennis, and racing are calculated by the hour and can be paid up to one million VND.
Nguyen Trung Son - Rabbit Man commentator, has worked for this system since November 2019. Son was assigned to be the team leader of soccer commentators, directly arranging schedules for each commentator.
Police determined that from January 2, 2025 to February 1, 2026, Son directly commented on 379 matches, with a total income with salary and bonus of 2.7 billion VND. Of these, there were 157 sports matches that infringed copyrights belonging to the broadcasting rights of units such as the Premier League, UEFA Champion League, UEFA Europa League, U23 Asian qualifiers, U23 Asian Cup, and FIFA Club World Cup.
With the same trick, commentator Nguoi Nen commented on 650 matches, of which 71 matches were copyright infringement, earning 1.7 billion VND. Nguoi Gia commented on 1,132 games, of which 121 games were copyright infringement and earned 2.2 billion VND.
The investigation agency determined that the organization of a team of commentators was part of the activities of the 90 Minutes project. While attracting viewers with matches and commentary voices with unique nicknames, the system also advertises online betting sites, the project's main source of revenue.
