The governor of the Murmansk region and the head of the Federal Antimonopoly Service signed an agreement on cooperation

MURMANSK, September 23 – RIA Novosti. Governor of the Murmansk region Andrey Chibis and head of the Federal Antimonopoly Service of Russia Maxim Shaskolsky signed an agreement on cooperation that will improve the efficiency of work to develop competition, stabilize prices in commodity markets and protect the rights of entrepreneurs, the region’s Ministry of Information Policy reported.

The ceremony took place within the framework of an interregional seminar-meeting of territorial service bodies, which took place in Murmansk. The first agreement was signed in 2018, the parties updated it taking into account new economic realities.

“The document is aimed at developing a competitive environment in the region and supporting small and medium-sized businesses, will improve the efficiency of work to stabilize prices in commodity markets and protect the rights of entrepreneurs in the region,” the statement says.

During the bilateral meeting, Chibis noted effective joint work with the department, and also reported that the Murmansk region took first place in the ranking in terms of the level of competition in procurement at the end of 2025.

“We are implementing large investment projects that are important for the whole country, complex objects are being created. Of course, many of them require almost manual support. For projects to take place, my colleagues and I are trying to find a legal form, a reasonable solution within the framework of fulfilling government tasks and strictly in accordance with the legislation of the Russian Federation,” said Chibis, whose words are quoted in the message.

The head of the region emphasized that thanks to transparent conditions, as well as the structuring of projects, the region is able to ensure an increase in investment in the real sector of the economy, despite current restrictions.

“New companies are appearing and developing in our market, including in the road and construction sectors. Local companies are becoming professional teams. I hope we will continue to move in this way,” Chibis noted.

Shaskolsky, in turn, noted the fruitful cooperation of the regional government with the Murmansk OFAS and the high performance of the national competition development plan for 2021-2025 in the region. The meeting participants also noted that an important stage in supporting entrepreneurial initiatives and improving the quality of goods and services for residents was the approval of an action plan (road map) to promote the development of competition for 2026-2030.
