The 61-year-old woman surnamed Lin's applications for survivors' pensions and unemployment benefits were repeatedly rejected. She repeatedly included cash in her applications and petition materials. In March last year, she sent 10,000 yuan to the Judicial Yuan. The envelope also said, "This is personally addressed to President Xu Zongli. Please help us handle the application as soon as possible." Xu had already resigned from office nearly five months ago. Ms. Lin also bluntly told the person in charge of the Labor Insurance Bureau that it was "starting expenses," and sent 70,000 yuan to her. The prosecution pointed out that Mrs. Lin’s daughter passed away in November 2019. In order to apply for the National Pension Survivor’s Pension, she applied in the name of herself and her ex-spouse in November 2024, and also requested to add her daughter’s brother as an applicant. Ms. Lin first put 20,000 yuan into an envelope with "30,000 yuan deducted" written on it, glued it to the household registration transcript, and sent it to the Labor Insurance Bureau. Ms. Lin's repeated petitions were still not approved. Thank you!"; however, Xu Zongli resigned as the president of the judiciary as early as 2024, and Xie Mingyang had been acting president for nearly five months. The prosecutor's investigation concluded that Mrs. Lin repeatedly solicited bribes from civil servants in different agencies for survivor's pension, unemployment benefit and old-age pension. The objects and purposes of the crimes were different and they should be punished separately. A total of 70,000 yuan in cash was seized. Since none of the civil servants had any intention of accepting it, and the ownership of the money was not transferred, it was recommended that the court declare it confiscated.
