A man surnamed Li, who was the director of the Kinmen County Government's Construction Department and the chairman of the Taipei City Cultural Foundation, has a father who is a tenant farmer. When the government implemented the 375 rent reduction regulations, he rented 4 farmland of nearly 5 cents for farming. After inheriting the lease, Mr. Li hired his uncle for farming because he had been engaged in public service for a long time. After his uncle passed away, the farmland had not been tidied up for more than a year, resulting in overgrown weeds, which triggered a dispute over the lease. The Pingtung District Court held that the 375 Rent Reduction Regulations stipulated that the farmland lease must be terminated unless the farmland is not used for farming for one year due to force majeure. Therefore, it ruled that Li Nan lost the lawsuit and the farmland would be recovered.

His father rented four plots of nearly 50 cents of land for farming in Neipu Township when the government implemented the 375 rent reduction regulations. Mr. Li later engaged in public service and was away from home for many years. He did not engage in farming. After his father passed away, Mr. Li inherited the lease and entrusted the farmland to his uncle for farming. However, after his uncle's death, the farmland was left unmanaged and overgrown with weeds, triggering local discussions. The unit that leased the land requested to terminate the lease. After the coordination between the two parties broke down, they launched a lawsuit.

The judge believed that based on the aerial photos, growth of vines and weeds, etc., the farmer had not farmed for more than a year.
