Piracicaba Chamber approves project for auction of 55 public properties

The Municipal Council of Piracicaba (SP) approved, in two votes this Monday (28), the bill that authorizes the city hall to sell 55 public properties belonging to the municipality's assets.

The project, authored by the Executive, foresees that the areas will be destined for auction, through bidding. The list of assets includes houses, commercial premises, apartments and land.

The vote was initially scheduled to take place last Thursday (24), but was postponed after amendments were presented.

Only one of the amendments presented was approved in the votes this Monday, that of councilor Laércio Trevisan Jr (PL), which changes the wording with regard to possible corrections in the descriptions of the properties. Two other amendments were overturned by parliamentarians.

The final project was approved by 16 votes in favor and five against. Now, it remains to be sanctioned by the mayor.

According to the text, the available properties are in the East, North, South, Center and, mainly, in the West region of the city, which concentrates the majority of properties to be sold (30 in total).

What's for sale

Options range from small apartments to large plots of land:

The biggest asset: A 15,000 m² lot facing Avenida Consuelo Sunega Gibelli, in the Cidade Judiciária neighborhood, valued at R$1.1 million.

The smallest assets: 57 m² apartments located in the Colinas de Piracicaba Residential Condominium, on Avenida dos Marins (Glebas Calif.). The PL foresees the sale of four apartments in this condominium, the smallest of which are valued at R$73,000 each.

Extensive areas: There are also plots of 11 thousand m² in Residencial Alto da Boa Vista (Santa Teresinha) and 13 thousand m² in the Ondas neighborhood.

Built properties: The list includes a property with a building measuring 231 m² on Rua Ulhôa Cintra (Centro) and another on a plot of 280 m² on Rua José Rodrigues de Almeida (Pauliceia).

Justification from the city hall

In the justification attached to the project and sent to the Chamber, Mayor Helinho Zanatta argued that the measure seeks to promote "more efficient" asset management. The assets were administratively assessed as "not necessary" for the continued provision of services or implementation of social policies.

The Executive claimed that keeping these properties idle generates expenses for public coffers with maintenance, conservation, surveillance, regularization, taxes and insurance.

"Alienation, when duly substantiated and preceded by legal precautions, constitutes a legitimate instrument for managing public assets. It is not, therefore, a simple reduction of municipal assets, but rather its rationalization", defended the mayor in the document.

The city hall also highlighted that the goods will only be effectively sold after rigorous legal verification, ensuring that there are no legal impediments or current public utility for the locations.

Destination of resources

According to the project, the amounts collected from sales will be recorded as capital income. The money has two intended destinations:

Acquisition of other properties to make up the city hall’s assets;

Fulfillment of municipal pension purposes.
