Zhuo Kui recalled that Taiwan has encountered many domestic and foreign challenges this year, including U.S. tariff negotiations, the stalemate in the Russia-Ukraine war, the ongoing situation in the Middle East, China's intrusion and united front threats, as well as typhoons and heavy rain disasters caused by extreme weather. However, with the joint efforts of the people, Taiwan still retains its resilience. "Taiwan now is the best era of the Republic of China." Zhuo Rongtai said that national security should not be infiltrated and threatened by hostile forces from abroad, and national governance should not be hindered by constitutional disputes and halted. In terms of combating crime and public security, Zhuo Rongtai explained that the government is fully committed to hunting down drugs and severely punishing drug driving. It has established an anti-criminal and anti-drug command center to comprehensively review relevant legal provisions and implores the Legislative Yuan to complete the review of the bill as soon as possible. In terms of fraud prevention, since the launch of the "165 Anti-Fraud Dashboard", the average daily number of telecom network fraud cases across the country has decreased by approximately 44%, and the average daily amount of financial losses has decreased by approximately 67%. This has achieved initial results, and the government will continue to work hard.
In the face of foreign threats and national security defenses, Zhuo Rongtai pointed out that in response to transnational repressive measures such as China's "National Unity and Progress Promotion Law" and the new regulations on entry-exit management of the Chinese State Council, the Executive Yuan has actively implemented the "17 National Security Response Strategies" and the "National Security Action Plan to Protect Democracy in Taiwan" and has sent important amendment bills such as the "National Security Law" and the "Ordinance on Relations between the People of Taiwan and the Mainland Area" to the Legislative Yuan for review, hoping that the Legislative Yuan will complete it as soon as possible.
Zhuo Rongtai also cited a number of international evaluation results to illustrate that in the 2026 Democracy Report, Taiwan ranked 29th in the world, setting a record; in 2026, the main indicator of economic freedom ranked 5th among 184 economies; in the 2026 World Happiness Report, it ranked 26th in the world, continuing to be the happiest in East Asia; the National Competitiveness Rating of the Institute of Management in Lausanne (IMD) in Switzerland also ranked Taiwan in the top 4.
Zhuo Rongtai emphasized that this year marks the 30th anniversary of direct presidential election, next year will mark the 80th anniversary of the February 28 Incident and the 40th anniversary of the lifting of martial law, and a nine-in-one comprehensive general election will be held at the end of the year.
