A man who is a member of a gang suspected of kidnapping a woman at an overseas fraud base is arrested by the Metropolitan Police Department

The Metropolitan Police Department announced on the 17th that they have arrested Teruto Yamao (26), a member of an organization affiliated with the designated organized crime group Sumiyoshi-kai, who has no fixed residence and is accused of kidnapping a woman to use as a "kakeko" at a special fraud base overseas. He has not made it clear whether he approves or disapproves.

According to the Special Investigation Division, the suspect was arrested in October 2025 for allegedly telling a 19-year-old woman living in Tokyo, who was living in Tokyo at the time, "You can make money overseas. Let's go tomorrow," with the intention of transporting her to Cambodia, and then putting her on a plane to Malaysia.

The woman is said to have been introduced to Yamao by a man she met at Toyoko in Kabukicho, Tokyo, as someone who could introduce her to work overseas. The next day after being invited by Yamao, he traveled to Malaysia using the plane ticket prepared for him. He also reportedly traveled to Cambodia by air.

After that, the woman moved to a total of four fraud bases in Cambodia and Malaysia, where she was made to act as a telephone for special fraud.

There were also several women at the base who I recognized from the side of Tor. The woman fled from her base in Malaysia in July 2026, about nine months after leaving the country, and was taken into protection by the Japanese Embassy. The Metropolitan Police Department will also investigate the actual situation in which young people who frequent To Yokohama are sent to overseas fraud bases, as well as the damage caused by special fraud.
