Micro-reform and micro-innovation break the situation, Guangxi Fangchenggang modern port industry accelerates breakthrough

China News Service, Nanning, November 6 (Reporter Feng Shumin) Guangxi Fangchenggang City has used two sets of reform "combination punches" to implement "closed-loop linkage" to empower the mechanism and "forward service" to ensure factors and break through, break development blockages with "small but beautiful" micro-reforms and micro-innovations, and solidly build a solid Lingang industrial base with the construction of major projects. In the first three quarters of this year, the city's industrial added value increased by 6.1% year-on-year, and foreign trade import and export increased by 20.7% year-on-year.

The Information Office of the People's Government of the Guangxi Zhuang Autonomous Region held the fifteenth press conference in the series of themed press conferences on "Getting Started with the 15th Five-Year Plan" in Nanning on the 6th. At the meeting, Fangchenggang City officials introduced the latest progress in building a "3+4+N" modern port-facing industrial system.

This “3+4+N” industrial system has a clear layout and distinct levels. "3" refers to the three major industries of advanced steel materials, non-ferrous metals, and new energy, which are the pillar clusters that stabilize the local industrial base and ensure the security of the industrial chain and supply chain; "4" refers to the four major industries of new materials, medicine and medical device manufacturing, high-end equipment manufacturing, and grain, oil and food processing, which are characteristic growth clusters that lengthen the industrial chain and cultivate new increments; "N" targets emerging future tracks such as commercial aerospace, artificial intelligence, and new generation information technology to reserve potential increments for the city's long-term development.

Since the beginning of this year, Fangchenggang City has carried out targeted chain-type precision investment promotion to achieve precise placement and directional breakthroughs. In terms of the advanced steel and non-ferrous metals industry chain, the investment in newly signed projects is 14.8 billion yuan (RMB, the same below), and the products extend to high value-added fields such as automotive panels, special alloy steel, and high-end equipment steel. Traditional industries are accelerating their transformation to intensive processing and green high-end; in terms of commercial aerospace, Guangxi's first commercial satellite system "Beibu Gulf Constellation" Networking has been launched, and projects such as rocket testing and aerospace data application have been implemented successively, gradually building a commercial aerospace industry chain covering all aspects of manufacturing, testing, launch, and application; Fangchenggang International Medical Open Experimental Zone has introduced 13 new projects such as medical devices and in vitro diagnostic reagents. The emerging overseas market has strong momentum and is accelerating breakthroughs in cluster development.

As an important carrier of the above-mentioned industrial system, the Fangchenggang International Medical Open Pilot Zone International Medical Innovation Cooperation Center has been officially operational in June this year. With the putting into operation of the Fangchenggang Humanoid Robot Data Collection and Testing Center, the deployment and application of the United Imaging Intelligent Analysis System, and the implementation of Tsinghua University’s “Zijing AI Doctor” project, smart medical application scenarios in the pilot area have continued to enrich. Relying on the establishment of overseas service platforms in Belarus, Malaysia, Vietnam and other countries, the local area has assisted 83 medical device products to be registered and listed overseas, and the international service capabilities have been greatly enhanced; the clinical trials of local first-class innovative drugs have achieved "zero" breakthroughs, and the transaction volume of the China-ASEAN regional pharmaceutical trading (centralized procurement) platform has reached 165 million yuan. The breadth and depth of international medical open cooperation continue to expand.

In order to break the institutional barriers to high-quality development, Fangchenggang City has coordinated and promoted a number of key reform tasks, long-term reform tasks and "small but beautiful" micro-reforms and micro-innovations this year to effectively solve the pain points of business operations and respond to the "urgent, difficult and anxious expectations" of the masses. In the first three quarters of this year, the city introduced a total of 175 institutional mechanisms and reform plans, forming 122 first initiatives, honors, typical cases and publicity and promotion items across the country, with year-on-year increases of 27.7% and 60.5% respectively. A series of reform dividends are continuing to be transformed into a solid driving force for the high-quality development of port industries.
