Yin Wei, the chairman of the Taipei City Government Research and Examination Committee, recently questioned that the Supervisory Yuan has taken action. Previously, the commissioner called to conduct a "preliminary investigation" procedure, and now further sent a letter to the Taipei City Education Bureau. The prison hospital currently has no dean and no supervisory committee. "Who will act on behalf of" the preliminary investigation document issued? The Supervisory Yuan today emphasized that if the staff unit receives a report and wants to clarify the facts, it can issue a letter to carry out preliminary investigation procedures in accordance with regulations. This is an administration in accordance with the law; regardless of whether the supervisory committee is in office or during the previous vacancy window, consistent procedures will be followed.
The Supervisory Yuan pointed out that it was constitutional and legal for the Supervisory Yuan to launch the preliminary procedures for the Sunshine Four Laws investigation in accordance with the law. In addition to the supervisory powers stipulated in the Constitution, the Control Yuan is also the statutory enforcement agency for the "Four Sunshine Laws", including the "Public Officials Property Declaration Act", the "Public Officials Avoidance of Conflicts of Interest Act", the "Political Contribution Act" and the "Lobbying Act" passed on the third reading by the Legislative Yuan.
The Supervisory Yuan stated that during the implementation process, if the staff unit receives a report and in order to clarify the facts, it shall issue a letter to carry out preliminary procedures for investigation in accordance with the Administrative Procedure Act and the Profit and Loss Act, which are all administrative procedures in accordance with the law. The Supervisory Yuan emphasized that this consistent procedure will be followed regardless of whether the supervisory committee is in office or during the previous vacancy window. The report's statement that "if there are no members, no letter can be issued," is obviously a misunderstanding.
In addition, in response to the Kuomintang legislator's question about the budget preparation of the Supervisory Yuan for next year, the Supervisory Yuan explained that 11 official vehicles of the Supervisory Yuan will expire in May 2016 and should be replaced according to law. In order to save public funds and respond to the national policy of energy conservation and carbon reduction, a tightening plan was adopted to eliminate 11 vehicles and replace them with only 3 electric vehicles. The total number of vehicles was actually reduced by 8 vehicles.
