China News Service, Chengdu, October 13 (Shan Peng) The Information Office of the Sichuan Provincial Government held a series of themed press conferences on the 13th in Chengdu on the theme of "Looking at Sichuan from all kinds of weather and starting to forge ahead in the 15th Five-Year Plan" to interpret the "15th Five-Year Plan for the Construction of Beautiful Sichuan" (hereinafter referred to as the "Plan").
Zhong Chenglin, director of the Sichuan Provincial Department of Ecology and Environment, introduced at the meeting that from the overall layout point of view, Sichuan will focus on building a beautiful China pilot area in the next five years, clarify the main goals, key tasks and major projects of building a beautiful Sichuan, and comprehensively deploy the "Beautiful Series" construction actions. Facing the goal of basically realizing Beautiful Sichuan in 2035, the "Plan" makes progressive strategic arrangements, proposing that by 2030, important progress will be made in the construction of Beautiful Sichuan, landmark results will be achieved in the construction of Beautiful China Pioneer Zone, and the strategic barrier for maintaining national ecological security will be stronger.

The "Plan" deploys four aspects, 20 major indicators, 29 key tasks and a series of major projects, including improving the quality of the ecological environment, green and low-carbon transformation, maintaining the bottom line of ecological security, and improving governance efficiency. By the end of the “15th Five-Year Plan”, the construction proportion of beautiful cities will reach 60%, the completion rate of beautiful rivers and lakes will reach 65%, and the number of beautiful rural counties will reach 110.
Zhong Chenglin said that based on the existing work of the "14th Five-Year Plan", the "Plan" will more prominently serve the country's major strategies. In the strategy of developing the western region in the new era, we will collaboratively build green industrial clusters and establish a collaborative protection mechanism for biodiversity in adjacent areas; in the development strategy of the Yangtze River Economic Belt, we will promote the green transformation of industries along the river and create a green and low-carbon development demonstration zone in the Yangtze River Basin; in the Yellow River ecological protection and high-quality development strategy, we will strengthen the construction of upstream water source conservation capabilities; in the strategy of building a twin-city economic circle in the Chengdu-Chongqing region, we will strengthen collaborative management of cross-border pollution, promote the construction of the "Six Rivers" ecological corridor, and accelerate the joint construction of a green, low-carbon, high-quality and livable place.
The "Plan" puts more emphasis on meeting the people's yearning for a better life, and proposes to continue to fight in depth to defend blue skies, clear water and pure soil, and promote pollution prevention and control to achieve new breakthroughs in key areas, important fields, and key indicators. It is clear that by 2030, the concentration of fine particulate matter (PM2.5) in cities at the prefecture level and above will be further reduced to 27.4 micrograms per cubic meter, and the proportion of high-quality water bodies will reach 96%, continuing to be at the forefront of the country. The "Plan" also focuses on people's livelihood concerns, strives to solve environmental problems "at the doorstep" of the people, and pays more attention to environmental risk issues that affect human health. It specifically sets indicators close to people's lives, such as the nighttime compliance rate of acoustic environment functional areas and the treatment rate of rural domestic sewage. It also deploys tasks such as noise control, oil fume control, black and smelly water remediation, and new pollutant control, and plans key projects such as environmental improvement for 3,500 administrative villages.
It is understood that in ensuring the implementation of the "Plan", Sichuan fully considered the needs of ecological environment management and economic development, worked hard on project planning, and reserved 497 major projects with a total investment of nearly 226 billion yuan. (over)
