According to the announcement issued by the European Commission that day, as the first step in the violation procedure, the EU has issued a formal notification letter to member states, requiring the "named" countries to respond within two months and implement relevant EU directives.

The announcement shows that in the energy field, the EU issued formal notification letters to 26 member states except Italy, requiring these countries to implement the EU hydrogen and natural gas decarbonization directive and increase the market share of clean hydrogen and low-carbon natural gas. The EU also issued formal notification letters to 18 member states including France, Spain, and the Netherlands, requiring these countries to implement the EU Directive on Optimizing the Electricity Market and expand users' rights to choose or change power providers.

In the financial field, the European Union issued formal notification letters to 18 member states including Germany, France, Spain, and Belgium, requiring these countries to implement the EU anti-money laundering directive and increase information disclosure on beneficial owners and company control structures.

In the field of combating human smuggling, the EU issued formal notification letters to 20 member states including Germany, France, Spain, and the Netherlands, requiring these countries to implement the EU's anti-human smuggling directives, respond to new criminal forms of human smuggling in various aspects such as investigation, prosecution, and sentencing, and at the same time better help and support victims.

In addition, the EU issued formal notification letters to all 27 member states, requesting the implementation of EU industrial and livestock pollution control directives, and also issued formal notification letters to multiple member states, requesting the implementation of EU directives in areas such as anti-drugs, toy safety, and product maintenance.

According to the EU's violation procedures, if the EU is dissatisfied with a member state's implementation after two months, it will issue a formal opinion letter requesting the member state to continue rectification.
