Zhubei mayor candidate Wu Xuzhi was named by Qiu Chenyuan to propose a public construction life cycle management system

Kuomintang candidate for mayor of Zhubei in Hsinchu County, Wu Xuzhi, was publicly cueed by his White camp opponent Qiu Chenyuan today, saying that as a county councilor, he should supervise the Democratic Progressive Party's Zhubei Mayor Zheng Chaofang, who spent tens of millions to renovate two parks that were completed less than four years ago, instead of letting Taipei City Council candidate Lai Yi, who is from the blue camp, serve as a "cross-district agent." Wu Xuzhi said that public issues should be tested by everyone. He also asked Zheng Chaofang to come forward and make it clear that if he takes charge, he will establish a public construction life cycle management system.

Wu Xuzhi said that the so-called public construction life cycle management system means that clear records should be left from design, construction, maintenance to renewal, and three questions should be asked before major reconstruction: Why can’t the original facilities continue to be used? What specific benefits can the new project bring? Is this the most efficient use of money?

Wu Xuzhi said that the public concerns that Zheng Chaofang should respond to include: Is it "duplicate construction and a waste of public funds", and why can we ignore the warning letters issued by the Ministry of Interior and the county government? If the previous project was completed less than 4 years ago, why should tens of millions be invested this time? Are there any stacked bed frame houses in the front and rear projects? Are the original facilities still functional? If both the central government and the county government have issued formal reminders, on what basis will the office continue to promote it? Zheng Chaofang has the responsibility to make these concerns clear to the public.

Wu Xuzhi also emphasized that there have been different opinions among government agencies, and the office should take the initiative to fully disclose relevant letters, replies, project evaluations, and plan comparisons, rather than just saying "handle it in accordance with the law."

Zhubei still has many major construction projects to promote in the future in terms of transportation, education, parking, sports, drainage and public space, so no public resources can be wasted. He believes that what the chief executive should do is not to find reasons for the project, but to explain clearly to the public the necessity of every penny spent.
