A bill on the status of an intern was introduced to the State Duma

United Russia deputies, together with the Ministry of Labor and social partners, submitted to the State Duma a bill on the special status of interns and the procedure for completing internships.

It will be available to students, as well as graduates of specialized universities and colleges, during the first year after graduation.

A temporary employment contract will be concluded with interns.

According to the deputy leader of the United Russia faction, Andrei Isaev, this will provide them with social guarantees, including a salary not lower than the minimum wage, the formation of length of service and pension savings, as well as the right to paid sick leave.

MOSCOW, June 4 - RIA Novosti. United Russia deputies in the State Duma, together with the Ministry of Labor and social partners, introduced a bill on the special status of an intern, as well as the procedure for internships, said Andrey Isaev, deputy head of the United Russia faction.

He noted that among the topics included in the party’s people’s program, one of the most pressing remains the problem of employing young specialists who are not hired due to lack of experience.

“The amendments we have prepared to the Labor Code introduce a special status for an intern, which can be designated in the staffing table of an enterprise or organization. Students, as well as graduates of relevant specialized universities and colleges, can undergo internships during the first year after graduation,” Isaev is quoted as saying on the party’s website.

He emphasized that a temporary employment contract will be concluded with the interns. This will provide them with all the social guarantees provided for by labor legislation, including a salary not lower than the minimum wage, the formation of work experience and pension savings, as well as the right to paid sick leave. At the same time, the duration of the internship should not exceed six months, the parliamentarian noted.

First deputy head of the United Russia faction Dmitry Vyatkin added that the bill does not apply to state and municipal service, including military service, service in security and law enforcement agencies.

In turn, Artem Metelev, Chairman of the State Duma Committee on Youth Policy, told RIA Novosti that the project proposes for the first time to enshrine in the Labor Code the concepts of “trainee” and “internship in the world of work.”

“To get a job, you need experience. And to get experience, you need a job. Millions of students and graduates face this situation. Therefore, together with colleagues from United Russia, we introduced a bill on internships to the State Duma,” Metelev said.

According to him, there will be clear rules and guarantees: a fixed-term employment contract, a mandatory mentor at the workplace, an internship period of up to 6 months, and if a person remains working for the same employer in the same profession, he will no longer be assigned a probationary period.

The parliamentarian noted that this is a direct implementation of the instructions of Russian President Vladimir Putin to train personnel for the country’s economy.
