Karaca from EMEP brought the Court of Accounts Report at Van YYU to the Parliament Agenda

EMEP Gaziantep Deputy Sevda Karaca brought the findings in the Court of Accounts' Van Yüzüncü Yıl University (YYÜ) 2025 audit report to the agenda of the Turkish Grand National Assembly, requesting that the Minister of National Education Yusuf Tekin respond.

In his parliamentary question, Karaca stated that the Court of Accounts report contained important findings regarding the use of public resources at the university, and drew attention to the university administration's use of resources at a time when students were experiencing housing and nutrition problems.

TRANSFER OF COUNTRIES TO DİYANET FOUNDATION

According to the findings of the Court of Accounts cited by Sevda Karaca, the operating authority of the dormitory buildings on the university campus was transferred to the economic enterprise belonging to the Turkish Religious Foundation without a legal basis. It was stated that due to this transaction, the university's opportunity to generate income was eliminated and public damage was caused.

Asking Minister Tekin the reason for the allocation of the dormitories to the economic enterprise of the Turkish Religious Foundation and whether the protocol in question was canceled after the Court of Accounts determined that "it has no legal basis", Karaca also brought up the total loss suffered by the university and the public due to the transfer of the dormitories and whether a judicial and administrative investigation would be initiated against the university administrators who signed the allocation process on charges of "abuse of office" and "causing public damage".

"MONEY IN HAND" AND UNINSPECTED MEAT PRODUCTS IN THE DINING HALL

Drawing attention to the findings regarding the university cafeteria in the Court of Accounts report, Karaca stated that unregistered transactions were carried out by "taking money from students' hands" without operating the turnstiles.

Karaca asked Minister Tekin whether the amount of money collected with this method was determined and whose pockets the money in question went to.

Another determination regarding cafeteria services was that meat products were not inspected for compliance with the specifications and warehouse monitoring was not carried out.

Karaca asked whether the contract, which stated that the contractor company did not comply with the specifications, cheated on portions and grams, and endangered public health, would be terminated and whether legal action would be taken against the company.

TWO COLLEGES THAT DO NOT ADMIT STUDENTS

In the parliamentary question, Erciş Health Services Vocational School within Van YYÜ and Van Organized Industrial Zone Technical Sciences Vocational School were also brought to the agenda.

Karaca stated that, according to the findings of the Court of Accounts, although the colleges in question were established and a budget was allocated, they have not admitted even a single student and have not carried out any educational activities. Karaca asked how much the total public budget spent for these two colleges was and who were responsible for "wasting public resources by opening ghost schools".

APPOINTMENT WITHOUT EXAM AT THE UNIVERSITY HOSPITAL

Appointments at Van YYÜ University Hospital were also included in Karaca's parliamentary question. Stating that the Court of Accounts report revealed that two personnel who did not meet the legal conditions were appointed to the assistant director position at the university hospital without examination and unfairly, Karaca asked Minister Tekin whether action would be taken against the managers who approved these appointments on the grounds of incompetence and staffing.

"UNIVERSITY BUDGET DID A LOSS OF 387 MILLION LIRA"

In his parliamentary question, Karaca also drew attention to the loss of 387 million liras to the university budget and the transfer of university real estate to unlicensed businesses and foundations. In the proposal, it was stated that the students in Van were trying to continue their education despite housing, nutrition and transportation problems, and the responsibility of the Van YYÜ Rector and management towards these practices was brought to the agenda.
