The Land Research Center of Tunghai University held "The Reappearance of the 'Sichuan-Xi Meeting' - The International Political and Economic Implications of the 2026 US-China Summit" today, and invited Deputy Foreign Minister Chen Mingqi and Deputy Chairman of the Mainland Affairs Council Shen Youzhong to deliver speeches.
Chen Mingqi said in his speech that based on the current situation, there were no surprising political developments at the summit. The focus of the talks between the two sides was still on economy and trade, and the Taiwan issue was not discussed much. The U.S. policy toward Taiwan has always remained unchanged and will not be changed by a single word from the leader, because this policy is composed of the bureaucracy, executive and legislative departments, and even the overall policy circle. Since the 2010 financial tsunami, the U.S. policy toward China has shifted from comprehensive exchanges to forming a clear "paradigm shift" that has not been shaken by this summit.
Chen Mingqi also pointed out that as the importance of AI and semiconductors increases, Taiwan and the United States are moving towards a highly connected symbiotic relationship, and the Chinese people "should be stable" and do not need to worry too much.
Shen Youzhong pointed out in his speech that the Chinese Communist Party used the two "Sichuan-Xi meetings" to establish a "constructive strategic stability" framework and attempted to set the Taiwan issue as the basis for "constructive strategic stability between the United States and China" and asked the United States to accept China's arguments, but such arguments were not accepted by the United States.
Shen Youzhong explained that although U.S.-China relations and Taiwan-U.S. relations are related, they are by no means mutual transactions. Taiwan-U.S. cooperation has become increasingly close over the past period of time, with smooth communication, proving that while the United States is establishing dialogue with the CCP, Taiwan-U.S. relations have not only been unaffected, but have also maintained a good cooperative relationship.
Regarding the development of U.S.-China relations, Shen Youzhong analyzed that both the United States and China are now entering a stage of internal political reorganization. The United States will hold midterm elections in November, the Chinese Communist Party will hold the "Fifth Plenary Session" at the end of October, and the "21st Congress" will also be held next year. Therefore, the establishment of a superficially stable framework by both sides also has positive significance for the United States and China.
