Keelung ranks last in county and city competitiveness survey Tong Ziwei: We shouldn’t get used to being behind cranes

A media outlet announced today the latest county and city overall and sustainable competitiveness survey results. Keelung Mayor Xie Guoliang ranked 19th and last for four consecutive years from 2023, 2024, 2025 to 2026 during his tenure. Tong Ziwei, a candidate for mayor of Keelung from the Democratic Progressive Party, said that Keelung should not get used to the tail end of cranes, but should be prepared to use methods to make the city progress again.

Wu Yuchen, deputy spokesman of the Keelung Municipal Government, said that with the continuous efforts of the municipal team led by Xie Guoliang, Keelung City has also improved 10 places in the ranking of livable cities, which is a significant improvement.

Tong Ziwei said that he felt very heavy after seeing the latest rankings. Keelung has had better competitive performance in the past. In the 2020 survey, Keelung improved to 14th. Why has Keelung not moved forward in recent years?

Tong Ziwei pointed out that Keelung has an international port, a geographical advantage close to the Taipei metropolitan area, mountains, sea, culture, food, and many citizens who live seriously and work hard. The real challenge is whether the mayor can integrate these conditions, see the city's advantages, solve long-term problems such as transportation, medical care, population, industry, etc., and propose a development direction that can be truly implemented. During this period, he continued to put forward complete political opinions on transportation, medical care for the elderly, declining birthrate, youth outmigration and industrial development.

Tong Ziwei said that in the next four years, what Keelung needs is not to accept the "crane tail", but to re-establish expectations for urban progress. He hopes that citizens will review the policies, execution capabilities and urban vision of different candidates to decide where Keelung will go in the future. He will continue to put forward specific plans to win public support.
