The material was requested by Fachin from the general director of the PF, Andrei Rodrigues, when confirming a meeting, which was requested by the delegate. In a letter, Fachin stated that no fact and no one should be left out of the investigation.
Of the 10 ministers of the Supreme Court, there are citations, to varying degrees, of at least six ministers or relatives — in addition to references to ministers of the Superior Court of Justice (STJ) and the Superior Labor Court (TST).
The PF's movement has the potential to deepen the crisis that has been installed in the Supreme Court since September, putting pressure on Fachin to take action in relation to his colleagues.
Until now, the focus was on ministers Alexandre de Moraes and André Mendonça, who, faced with internal seams, publicly exposed the division of the Court.
The PF assesses that the meeting can resolve any differences caused by the Master case with the Supreme Court and pave the way for the resumption of investigations. In recent weeks, the PF has worked on individualizing citations.
Minister Alexandre de Moraes' side argues that there should be no progress before the end of the elections. The assessment of these ministers is that, with a more complete scenario of what the PF actually understands to have gathered against each member of the Court, it is up to the President of the Supreme Court to give the same treatment to all those mentioned.
Behind the scenes, allies of Moraes and Minister André Mendonça privately state that the best path would be for the Presidency to send the elements gathered by the Federal Police for analysis by the Attorney General's Office, without linking the measure to the Attorney General, Paulo Gonet, who was also cited in the case and had an investigation rejected by the Superior Council of the Public Ministry.
Referring the cases to the PGR, in addition to giving support to the Supreme Court to decide in the face of a technical analysis, would also give time for new efforts towards an internal composition — still considered difficult to solve.
Ministers, however, point out that there was a certain improvement in the atmosphere between the two wings after the first round, but that Mendonça and Moraes are still not speaking to each other, as are Gilmar Mendes and Nunes Marques.
The links between STF ministers and the Master case began in April 2025, when columnist Malu Gaspar, from the newspaper "O Globo", revealed the hiring of the office of minister Alexandre de Moraes' wife by Banco Master for representation in some actions.
In December, it was published that the contract was worth around R$130 million and, this year, the PF pointed out that the minister was the interlocutor of at least 52 messages from Vorcaro, including on the day he was arrested.
Afterwards, deals emerged involving Minister Dias Tóffoli with funds from Banco Master in the company of a resort owned by the minister's family in Paraná, which led the minister to leave the rapporteur on the Master case and declare himself a suspect to analyze questions of the investigation in the Second Panel of the Supreme Court.
Last month, messages appeared that cited involvement with Daniel Vorcaro, by minister Nunes Marques, his son, also involving hiring, and by minister Luiz Fux's son, for an alleged request for help in a process.
In relation to minister André Mendonça, a photo was released with Vorcaro's lawyer, a meeting with the banker and a request to investigate a possible relationship between Banco Master and Instituto Iter — linked to the minister. The hiring of Chiquinho Feitosa, former brother-in-law of minister Gilmar Mendes, by Vorcaro was also identified, in addition to a meeting and attempts to get closer.
