Thanks to Poland's pressure and the support of France and Germany, EU companies can count on a faster update of emission indicators and additional free allowances.
AI-generated summary
The ETS system requires companies to have CO2 emission allowances. The indicators are used to calculate free permits when direct measurement of product emissions is impossible.
Companies covered by the European Emissions Trading System (ETS) may receive more free carbon dioxide emission allowances in November. This is the effect of, among others, pressure from Poland and a group of nine other countries that demanded greater protection of European industry regarding the reform of the ECJ, as well as the support of Paris and Berlin.
EU countries should reach an agreement on the new indicators in September, so - if further work goes according to plan - Polish companies can benefit from the new rules from November.
These are indicators used when it is impossible to calculate emissions for a specific product (e.g. steel or cement). In such a situation, for example, the amount of heat or fuel consumed by the factory is taken into account. On this basis, the number of free allowances is calculated.
These metrics were updated in June. Now the European Commission has proposed changing them and increasing the number of free allowances for the industry.
As RMF FM correspondent Katarzyna Szymańska-Borginon found out, a fast legislative path is possible because many countries support it, especially France and Germany.
Berlin and Paris stated in their joint position that indicators based on heat and fuel consumption should better reflect the actual opportunities for reducing emissions by individual sectors. In other words, they appealed for a larger pool of free allowances.
Everything indicates that this fast track may end in October, i.e. installations, steelworks and cement plants will be able to obtain these free permits from November - said Krzysztof Bolesta, asked about the matter by an RMF FM correspondent.
An additional benefit is that the new rules are intended to be retroactive. Companies are therefore also to receive compensation for the months that have already passed.
On September 16, EU countries are to agree on a common position on this matter. Then negotiations with the European Parliament will begin.
