Civil service: more than 170 demonstrations planned for salaries and public services

“Live with dignity from our work. » This Tuesday, more than 170 demonstrations are expected throughout France, at the call of a broad inter-union movement, to demand an increase in the salaries of civil servants and resources for public services. A mobilization two days before the presentation of the draft budget for 2027, under the sign of rigor and economy.

A “black day” is expected in the public service, particularly in schools where certain gates should remain closed. The Snuipp-FSU, the leading union of primary school teachers, expects 40% of school teachers to be on strike. What about middle and high schools? The mobilization will be known throughout the day because they do not need to declare themselves in advance.

Obligation for the first degree

Indeed, the obligation to declare oneself on strike 48 hours before a day of strike only concerns teachers working in primary education, that is to say in nursery and primary schools. This provision is provided for by the law of August 20, 2008 which establishes the “Minimum Reception Service” (SMA) for students.

This declaration remains an intention: the school teacher can change his decision and not go on strike. The law stipulates that any teacher “who participates in a strike movement without having previously declared themselves a striker would incur a disciplinary sanction”. “The prior declaration period of 48 hours must necessarily include one working day,” specifies the text.

Absence noted in the second degree

In secondary schools, i.e. middle and high schools, this obligation does not exist. Teachers wishing to mobilize do not have the obligation to notify their superiors or students of their intention to strike, underlines the CGT website. “Their absence will be noted at the time of taking up duty,” indicates the union. The administration of the establishment then publishes a document noting “the absence of service provided” for the striking professor.

The SNES-FSU, the most representative union in the secondary sector, also specifies that educational assistants, those accompanying students with disabilities (AESH), CPEs, and psychologists from National Education are also not required to declare themselves 48 hours in advance.
