Lo spread del gas

Partiamo dal metano, che in questi giorni al mercato Ttf di Amsterdam – riferimento europeo - è balzato oltre i 70 euro. Il decreto Bollette prevedeva un meccanismo per azzerare lo spread, cioè l’ulteriore extra costo pagato sul mercato italiano (Psv), circa 3 euro con punte oltre i 4. La buona notizia è che le risorse ci sono, abbondanti, ora che Snam ha venduto le riserve straordinarie accumulate durante la crisi del 2022. La cattiva che il meccanismo non parte. Dalla consultazione pubblica effettuata dall’autorità per l’Energia (Arera), che deve definirne il funzionamento, sono emerse varie obiezioni, in particolare dei trader europei, per gli effetti distorsivi sul mercato. Obiezioni su cui la Commissione non si è formalmente espressa. Le sigle delle industrie energivore, da Assocarta a Gas Intensive, sollecitano l’attuazione, ma che si parta ad ottobre, come aveva detto l’Arera, appare a questo punto difficile.

Lo stop dell’Europa

E l’interlocuzione con l’Europa si è rivelata ancora più complessa sull’intervento che avrebbe dovuto ridurre (di molto, per tutti) il prezzo dell’elettricità, in un Paese dove - complici i ritardi sulle rinnovabili - questo resta legato a doppio filo al gas. La misura prevedeva di scontare il prezzo dei certificati di emissione di CO2 (gli Ets) alle centrali termoelettriche, in modo che non entrasse nel prezzo all’ingrosso, recuperandolo poi nelle bollette. Quasi subito è arrivato un telefonato stop: nel quadro sugli aiuti di Stato per rispondere alla crisi in Medio Oriente Bruxelles ha messo in chiaro che il meccanismo Ets non si tocca. È ammissibile una compensazione sui rincari della materia prima gas, simile al “tetto” introdotto in Spagna nel 2022, e in effetti Arera ha messo in consultazione un meccanismo simile. Ma oltre alla difficoltà di negoziare il valore del tetto, servirebbe una modifica della norma. Infine, sempre nell’ottica di separare il prezzo dell’elettricità da quello del gas, non è attiva neppure la piattaforma per i contratti di lungo periodo tra produttori rinnovabili e imprese.
