Presidential Communications Director Burhanettin Duran evaluated the developments in global politics, the problems facing the international system and Türkiye's approach to the new world order at the TRT World Forum 2026 event held at the Istanbul Congress Center. Stating that the international system is experiencing a deep axis shift and structural crisis, Duran stated that the centers of power have increased, but common rules have been eroded, global competition has become harsher and the sense of common responsibility has weakened.

"WHILE THREATS ARE GLOBALIZING, SOLUTIONS ARE BEING NATIONALIZED"

Stating that the centers of power are increasing, common rules are being eroded, and the perception of common responsibility is weakening while global competition is getting tougher, Duran said, "In the decentralized world, while the number of decisions affecting the fate of humanity is increasing, the political will to account for these decisions is gradually weakening. While the space for peace is narrowing, the risks of conventional war and proxy conflicts are increasing. While the race for dominance over artificial intelligence and digital technologies creates militia power relations, techno-fascism risks technology turning into a tool of domination." In the face of all these threats, international institutions are gradually losing their functions. Moreover, we are living in a period where problems that require global solidarity are increasing, from the climate crisis to migration, from epidemics to food security. While the threats are globalizing, we undoubtedly see the most striking example of this structural crisis in Gaza. The genocide that is happening before the eyes of the world reveals that the international system is insufficient not only to prevent crises but also to protect peace, justice and human dignity, which is the reason for its existence. "While on the one hand, there is a destructive decentralization that erodes the existing order, on the other hand, a founding void emerges that could allow for the construction of a more just international order," he said.

"THE WORLD NEEDS NOT THE VICTORS OF A NEW WAR, BUT THE FOUNDERS OF A NEW PEACE"

Stating that today's international landscape reminds us of the years between the two world wars, Burhanettin Duran said, "In this period, great power competition is escalating, economic protectionism is spreading, international institutions are becoming ineffective. Humanity was able to establish a new international architecture only after a destruction that cost the lives of millions of people. Today, unfortunately, we are in a period where the possibility of World War 3 is being discussed. So, do we have to go through the same historical cycle? Can't we reach the founding will of 1945 without experiencing the disaster of 1939?" "This is the main question we will seek to answer on this issue. The answer we give to this question under the leadership of our President is clear. History does not have to repeat itself. There may be an obligation to come to the table after a great destruction, but the main thing is to establish a new consensus before the destruction. The world needs the founders of a new peace, not the winners of a new war. The most important political test of our age is to achieve the institutional renewal that took place after a great war in the past."

"TODAY, DIFFERENT ACTORS OF THE WORLD SEE THAT THE NEED FOR REFORM CANNOT BE DELAYED ANY LONGER"

Stating that they are based on a more balanced distribution of power, a more inclusive representation, common responsibility and the construction of a new international order based on this, and that this should be done with a founding majority, Duran said, "Today, different actors of the world see that the need for reform, which was once postponed, cannot be postponed anymore. Instead of saying 'we told you so', our President patiently repeats the same call: "Let's build this world together." Of course, this responsibility has many dimensions, but one of its dimensions is to strengthen the intellectual and institutional basis of diplomacy. The summit diplomacy carried out by your states is again yours. We are trying to contribute with the forum diplomacy we have developed as the Presidency's Directorate of Communications in line with your vision. We bring together the discussions that shape the international communication and security agenda every year with the Istanbul summits. We are discussing the future of global security in the "Allies in Ankara" program we organize within the scope of the NATO summit in cooperation with the Munich Security Conference and the SETA Foundation, and we are discussing the common future of the Turkish world in Africa next month at the Turkish World Dialogue Forum held within the scope of the Organization of the Turkish State summit. "We will implement it during the Türkiye summit," he said.
