In the committee's opinion, the use of other means was illegal and could also lead to the exposure of the system, she added.

The Commission is also expected to present findings on the security of the system. According to the chairwoman, one of the four modules making up the system was in the hands of the Israeli company NSO Group, the manufacturer of Pegasus. In Sroka's opinion, this meant a lack of adequate security both for the officers using the system and the people to whom it was used.

The report also analyzed several specific cases of people against whom Pegasus was used. The chairwoman informed that, according to the committee's findings, these were people to whom there were no grounds to apply this system.
