Ningbo Zhoushan Port launches cross-customs area bonded LNG bunkering operation for the first time

Clean energy represented by LNG is becoming an important choice for ocean-going ships to reduce carbon emissions. As the world's largest port in terms of throughput, Ningbo Zhoushan Port has accelerated the deployment of green shipping supporting capabilities and expanded its LNG bunkering business to Zhoushan Port for the first time. The level of green shipping services continues to improve.

On October 1, in the Jintang Port area of ​​Zhoushan Port, Ningbo, the "Offshore Oil 302" ship carried out about 4,000 cubic meters of bonded LNG (liquefied natural gas) bunkering for the "CMA CGM Pamir" ship.

It is reported that since the first LNG pilot bunkering business was launched in Meishan Port Area in June 2023, Ningbo Zhoushan Port has steadily expanded its operating scope and densely knitted its service network. In December 2024, it will expand its LNG bunkering business to Chuanshan Port Area, achieving full coverage of "tens of millions of boxes" terminals. In June this year, with the guidance and strong support of the Zhejiang Maritime Safety Administration, the special review of the LNG bunkering and navigation plan of the Dapukou Container Terminal in Jintang Port Area, Zhoushan Port, Ningbo was successfully completed.

It is worth mentioning that this bunkering is the first time that Haigang International Trade has implemented the "Ningbo gas boosting, Zhoushan bunkering" cross-customs area collaborative operation model. The LNG gas source is extracted from the Ningbo bonded warehouse and transferred to Zhoushan Jintang Port area through cross-customs areas for refueling. This opens up the entire process of bonded LNG cross-customs area transfer and refueling and accumulates valuable experience for subsequent normalized cross-customs area operations.

The successful implementation of this operation benefited from the coordination and linkage of multiple parties. The customs department continues to optimize the cross-customs area supervision mechanism, streamline the declaration and approval process, and implement paperless declaration and other facilitation measures to effectively shorten the time limit for cross-regional transfer and write-off of bonded LNG; the maritime department relies on the "CCTV + coast guard + drone + VTS" three-dimensional water supervision system to conduct LNG transshipment, ship-to-ship bunkering, and ship navigation Dynamic closed-loop control will be implemented throughout the entire process, and all parties will be coordinated to formulate an exclusive operation plan of "one domain, one ship, one policy", unify and standardize operating standards, and make every effort to ensure the safety and stability of bunkering operations; the border inspection department proactively provides front-line services, and provides "zero-wait" customs clearance convenience services for LNG bunkering ships and injected ships through measures such as "online reservations and instant processing".
