MPF and state Public Ministries fail to comply with salary transparency standards

Until last Thursday (24), the MPF (Federal Public Ministry) and the Public Prosecutor's Offices of seven states failed to comply with a rule that determines transparency regarding the category's income.

An August 26 resolution from the CNMP (National Council of the Public Ministry) revoked a previous rule that allowed agencies to require personal identification (through CPF or registration in the GovBR system) to access the remuneration of prosecutors and prosecutors.

The new rule was published in the electronic diary on September 15th and has been valid since then. In addition to the MPF, the Public Ministry of the states of São Paulo, Minas Gerais, Mato Grosso, Pernambuco, Roraima, Acre and Pará still required the user's identity to access the pay slips of members of the Public Prosecutor's Office until last Thursday.

When contacted, MP-SP, MP-MG and MP-PA stated that they are promoting adjustments on their transparency portals to comply with the new resolution. Only the Pará Public Prosecutor's Office established a deadline of 10 to 15 days for the adjustments to be completed.

After being questioned by the column, the MP-PE no longer required user identification to access the paychecks of prosecutors and prosecutors.

The MP-RR portal's environment for questioning the advisory is down. The other bodies mentioned were contacted via email from the press office at 8am this Friday, but did not respond until the publication of the text.

A Direct Action of Unconstitutionality is also being processed by the STF (Supreme Federal Court) challenging the restriction on access to salary information from the Public Prosecutor's Office.

The action, which was reported by Minister Gilmar Mendes, was proposed in October 2025 by the Brazilian Association of Investigative Journalism (Abraji).

The process began in August, when Gilmar judged the request as valid, but was stopped after a request for a review by Minister Alexandre de Moraes, who had a career in the Public Prosecutor's Office.

For Abraji, the measure violates the constitutional right to access to information and threatens press freedom. The entity says the rule creates a risk of intimidation against reporters.
