〔記者廖家寧／台北報導〕台灣自來水公司今（9）日表示，為持續精進供水品質、強化飲用水水質處理藥劑的源頭管理，台水導入美國國家衛生基金會（NSF International）國際認證機制，透過國際第三方公正認證標準，提升藥劑品質控管與原料來源之追溯性，落實飲用水安全管理，為全民飲水水質把關。

台水公司表示，藥劑製造及原料管理涉及專業化學知識，加上多數淨水藥劑原料仰賴進口，原料來源及製程之查驗與持續管理是一項非常重要的課題。為克服管理挑戰並降低藥劑使用風險及危害防制，台水公司參考美國及日本等先進國家作法，為落實相關法規要求，導入第三方公正機構認證制度，逐步要求藥劑廠商必須取得NSF產品及原料認證，讓藥劑從原料源頭至產品製造皆與國際品質管理制度接軌。

台水公司說明，NSF成立於1944年，為國際知名之第三方公正認證機構，其宗旨致力於改善人類與環境健康，其飲用水處理藥劑領域制定的「NSF/ANSI/CAN 60」標準，廣為歐美各國所遵循。NSF認證具有完整的審查及持續監督機制，包括每年產品續證查驗及定期全面性審查，並由專業人員至製造廠進行現場查核，確保產品、原料及製造流程符合規範。台水公司引進此機制，降低產品品質及原料來源變動所衍生之風險，確保水處理過程符合國際高安全標準。

台水公司進一步指出，自112年起先以「氯化鐵」作為示範藥劑，導入NSF國際認證機制，推動初期為兼顧制度轉型與藥劑穩定供應，採取「取得與未取得認證」雙軌並行模式，在確保供水安全無虞的前提下辦理採購；經過持續輔導與推廣，截至115年已有3家廠商順利取得NSF認證，台水公司據此規劃將NSF認證正式列為氯化鐵藥劑的必要投標資格，以強化縱向原料管控，並同步改採「選擇性招標」方式辦理採購，第一階段先辦理廠商資格審查，建立合格廠商名單後，再由具資格之廠商進行第二階段價格競標，在兼顧採購效益之同時，避免因單純低價搶標而忽視產品品質與法規要求之風險。
