In detail, 1,481 Municipalities, 5 Regions, 11 Provinces and metropolitan cities, 4 Unions of municipalities participated in the procedure. The Regions are Basilicata, Campania, Lazio, Puglia and Umbria while the largest municipalities that have joined include Rome, Naples and Bari, among others. The metropolitan cities of Venice, Turin and Genoa are also present. The regions of Northern Italy are missing. As reported by Il Sole 24 Ore, the geography of the amnesty reveals that mainly institutions from the South or the Islands have signed up to the measure, with a share equal to 68% of the total.
The application of the facilitation measure is subject to the adoption by the entity concerned of a specific provision to be published on its institutional website sent to the Revenue Agency-Collection by the deadline of 31 July 2026. The measure refers only to loads entrusted to the Revenue Agency-Collection and does not, however, concern local taxes managed on its own (direct collection) or entrusted for compulsory collection to private concessionaires.
It's not just scrapping quinquies. The Caf National Council also continues its work to expand assistance to the facilitated definition of local taxes, a procedure that each Municipality can activate independently on its own revenues for which contact is underway with the competent administrations. For these taxes, the 2026 Budget Law gives local bodies the possibility of issuing specific resolutions and regulations to introduce an autonomous facilitated definition managed according to the methods decided by each body.
From the National Council of Caf comes the appreciation for the collaboration received from the Revenue Agency not only for the training of operators but also for the "timely" sharing of the salient data to start the service. "This campaign confirms, once again, the value of Cafs alongside citizens. Our operators do not limit themselves to collecting a question: they listen, verify, explain, and help those in difficulty not to miss an opportunity provided for by law", declares Giovanni Angileri, coordinator of the Consulta who adds on the spirit of the initiative: "It is a job that we carry out every day in the collective interest, alongside the institutions and territories, so that the simplification announced by the rules becomes a real benefit for people".
