Supplementary Pension System was removed from the new MTP

In the MTP published last year, under the title of "increasing savings", it was emphasized that "TES will be established, in which the Automatic Participation System (OKS) will be transformed into a second-stage retirement system with the contribution of employers." The second quarter of this year was given as the timetable for the implementation of the system. The TES regulation was also included in the MTPs published in previous years. The regulation had drawn reaction from unions for years. Unions were opposing the practice, pointing out that severance pay would also be added to this system. It was intended that the regulation should not be mandatory. In his statement last year, Türk-İş President Ergün Atalay reacted to the news that the participation of all employees in TES would be mandatory and said the following:

"As if our problems were not enough, there has been talk about supplementary retirement lately. We already pay 14 percent premium. They tell us 'pay another 3 percent'. Nobody should force us to do this. Anyone who wants to participate should join, whoever wants to should not participate. 14 percent is not a small number. 3 percent is not a small number either. You deduct the tax from our salary. I work for 12 months, 2 months of it goes to tax. These are not fair regulations. There was BES, now there is TES. This is "They shouldn't make it compulsory. This is not an acceptable regulation."

LEFT OVP

The government, not wanting to attract the reaction of the workers in the elections expected to be held next year or in the spring of 2028, took a step back from this regulation. TES was not included in the new MTP announced the other day. It was said in the program:

"Fund diversity in OKS will be increased to take into account the different risk perceptions and preferences of the participants, arrangements will be made to simplify the deductions, and in this context, the attractiveness of the system will be increased and the fund amount and number of participants will increase."

TES was not mentioned in the text.

'FLEXIBILITY' APPEARS AGAIN!

Meanwhile, the OVP also included a regulation for the dissemination of "flexible working" models. In the program, it was stated that "Effective implementation of the legislation regarding new generation working models will be ensured, secondary legislation studies will be completed and flexicurity will be expanded." The main criticism of the unions on this issue was that "flexible working" arrangements constitute precarious employment. It was noteworthy that the program emphasized "flexicurity" in order to reduce reactions.
