Kurtulmuş attended the 15th General Assembly of the Parliamentary Assembly of Turkish States (TURKPA), which was held at the Iris Ordo Congress Center, hosted by the Kyrgyz Parliament, with the theme "Parliamentary Cooperation in the Turkic World in the Age of Artificial Intelligence and Technological Progress".
In his speech here, Speaker of the Grand National Assembly of Turkey Kurtulmuş congratulated Kyrgyzstan Jogorku Council President Marlen Mamataliev, who took over the TURKPA Term Presidency with today's meetings, and wished him success, and thanked Kazakhstan Congress President Aybek Dadebay, who handed over the Term Presidency, for his successful work and contributions to TURKPA.
Stating that we are at the very beginning of a period in which great upheavals are experienced in the world and the global system collapses with its institutions, rules and concepts, Kurtulmuş said that while the political and economic power balances are being reshaped, a polycentric structure is rapidly progressing.
Stating that the developments in science and technology have radically affected and changed all areas of life, Kurtulmuş said, "Just as manual labor was replaced by machines with the industrial revolution, computers replaced brain power in the post-industrial period in the process led by high technologies, now we are entering a new era in which artificial intelligence will replace the human brain and mental capacity in our day when advanced technologies are valid." he said.
Stating that artificial intelligence has long ceased to be a topic only on the agenda of the technology world, and has become a strategic force that determines the future in many fields from economy to education, from health to public administration, Kurtulmuş continued his words as follows:
"The developments that humanity has experienced so far in the field of technology have been for the benefit of the countries that are at the forefront and directing technology in these processes. As the Turkish world, we should not lag behind in the development of new technologies, we should not be in the position of just imitating them. Therefore, talking about artificial intelligence today also means talking about how we will gain a place in the world of the future. It is not enough to follow technological developments alone to have a say in the future. We have to train our own human resources, increase our scientific and technological capacity, protect our intellectual property and create the legal and ethical framework of new technologies. As the Turkish world, "We have to be one of the centers that direct this transformation. We must create a common voice in global artificial intelligence governance."
"WE ALSO FIND THE EVALUATION OF THE PREPARATION OF THE ARTIFICIAL INTELLIGENCE MODEL LAW USEFUL"
Speaker of the Grand National Assembly of Turkey, Kurtulmuş, pointed out that the leaders put forward the vision of the "Digital Turkic World" at the Unofficial Summit of the Organization of Turkic States, held with the theme of "Artificial Intelligence and Digital Development" in Turkestan on May 15, 2026, and emphasized that they will support this common will with the work of the parliaments.
Kurtulmuş said, "We also find it useful to develop a common legal and ethical approach under the umbrella of TURKPA and to evaluate the preparation of an Artificial Intelligence Model Law with the contribution of our parliaments." he said.
Pointing out that it is their common responsibility to protect human dignity, fundamental rights, freedoms and the rule of law while supporting technological progress, Kurtulmuş said:
"The issue of common language and alphabet is one of the most important elements that will ensure the scientific and cultural rapprochement of the Turkic world. We must increase our work on this issue, encourage and realize the use of a common language. In the field of Turkic languages, working together on large language models based on our common cultural background will be one of the important elements that will strengthen the presence of Turkic languages in the digital world and our technological capacity. In addition to the opportunities offered by artificial intelligence, we also have to evaluate together the risks it poses in terms of disinformation, fake content and election security. In Türkiye, we must develop our human resources in the field of artificial intelligence, research, "We are carrying out studies to strengthen our capacity and increase the contribution of technology to public administration and our social life. The 2026-2030 Türkiye Artificial Intelligence Action Plan and our work carried out within the Turkish Grand National Assembly are concrete examples of this approach."
Underlining that the young and dynamic population of the Turkish world is one of its greatest assets, Kurtulmuş said that a common talent pool should be created through technology festivals and young researcher exchange programs. Kurtulmuş stated that they expect the Young Parliamentarians Group to contribute to this agenda.
Kurtulmuş said, "As international rules are being shaped, we, as the Turkish world, must develop common views and contribute to the strengthening of a fair and inclusive approach that puts people at the center." he said.
ISRAEL'S GENOCIDE AND INHUMANITY ATTACKS IN PALESTINE
Stating that they cannot evaluate this period only through technological transformation, Kurtulmuş pointed out that wars, conflicts and humanitarian crises in different parts of the world present serious challenges to the international system.
Stating that what is happening in Palestine continues to be a heavy test for the common conscience of the humanity front and the international system, Kurtulmuş continued his evaluation as follows:
"Stopping the genocide that has been going on for more than 3 years in Gaza, ensuring a permanent ceasefire, uninterrupted delivery of humanitarian aid and starting the reconstruction process must undoubtedly be one of the most important priorities of the international system. However, while focusing on Gaza, the genocidal attitudes of the Zionist Israeli regime continue in the West Bank, illegal settlers are expanding their settlements there, and all kinds of violence against Palestinians continue to be committed. As you all have watched, Palestinian olive producers continue to be involved in this violence. "I would like to express here once again that we condemn the mentality that does not even allow them to harvest olives and that destroys their ancestral trees. Moreover, the seizure of Palestinians' lands and the annexation of their lands, as implemented in the West Bank, is never acceptable."
Kurtulmuş stated that Türkiye sees the establishment of an independent and sovereign Palestinian state with geographical integrity, based on the 1967 borders, with East Jerusalem as its capital, as the basic condition for a just and lasting peace, and continued his words as follows:
"However, I would like to express with regret that if the world continues this silence, after a while there will be no Palestinian land left on which any independent state can be established. Therefore, contributing to the establishment of a fair international system that centers on rights, justice and human dignity through parliamentary diplomacy is undoubtedly one of the most important issues of our parliamentary activities. The only way for all humanity to be saved from the injustices, double standards, war crimes, crimes against humanity, conflict, tension and poverty of the period we live in is a new, fair, "It is about establishing an equitable world system. As the Turkish nation, which has placed right and justice at the center of its social order throughout its history, this responsibility undoubtedly falls on all of our shoulders today."
COP31 MEETING IN ANTALYA
TBMM Speaker Kurtulmuş said that climate change is another common challenge. Reminding that Türkiye will host the 31st Conference of the Parties (COP31) to the United Nations Framework Convention on Climate Change, which will be held in Antalya on 9-20 November 2026, Kurtulmuş invited his counterparts to the meeting to be held jointly by the Inter-Parliamentary Union (IPU) and the Turkish Grand National Assembly on 16 November 2026.
Stating that he believes that the contributions of parliaments to strengthening international cooperation in the fight against climate change, developing the necessary legal frameworks and implementing the decisions taken are of great importance, Kurtulmuş said, "As the Turkish world, we should share our experience in green transformation, clean energy and climate technologies, and benefit from the opportunities of artificial intelligence in the fields of energy efficiency, disaster management and sustainable production together." he said.
POTENTIAL OF THE TURKISH WORLD
Expressing that the Turkish world has a significant potential with its economic capacity, natural resources and strategic location connecting Europe and Asia, Kurtulmuş stated that today, as member and observer states of the Organization of Turkic States, they have a significant capacity with a population exceeding 180 million and an economic size exceeding 2.4 trillion dollars.
Stating that it is only a matter of time for this population to reach 300 million with potential participation, Kurtulmuş stated that they have to deepen cooperation in the fields of logistics, energy supply security and digital connectivity by taking this potential further by strengthening trade, investment and production connections.
Explaining that they accept TURKPA not only as a platform that brings parliaments together, but also as a joint parliament that builds every dimension of the common future of the Turkish world, Kurtulmuş noted that these studies will enable the development of common solutions to common needs and strengthen legislative cooperation.
TERRORIST-FREE Türkiye PROCESS
Speaker of the Grand National Assembly of Turkey, Kurtulmuş, made the following evaluations regarding the Terror-Free Türkiye process:
"Last year, through a commission we created in the Turkish Grand National Assembly, we carried out an extremely strong negotiation process with the participation of all political parties. We continued a negotiation process for a long time, in which everyone from different segments of the society came and participated and expressed their opinions, and at the end, we put forward an extremely positive report with the acceptance of almost all of our 50 deputies from the parties. Then, on August 10 this year, the Turkish Grand National Assembly passed the vote with the 'yes' vote of 467 deputies, the highest acceptance vote in the history of the Republic of Turkey. adopted a common law. Thus, we have prepared an extremely serious political and legal infrastructure that will enable Türkiye to become a completely terror-free country with the dissolution and disarmament of the terrorist organization, which will affect all the countries in the region, especially Syria and Iraq, and move towards a terror-free region. I hope that in the shortest time, neither in Türkiye nor in our region will be talked about terrorism, but unity, solidarity, brotherhood and common goals will be talked about."
"WE EXPECT UZBEKISTAN AND TURKMENISTAN TO TAKE THEIR PRINCIPAL PLACE UNDER THE TURKPA ROOF"
Stating that they see parliamentary cooperation in the Turkish world as an integral part of the general cooperation processes, Kurtulmuş stated that in this context, they envisage TURKPA working in coordination with other cooperation organizations, especially the Organization of Turkic States, and that parliamentary diplomacy and intergovernmental cooperation will complement each other.
TBMM Speaker Kurtulmuş said, "We especially expect our brothers Uzbekistan and Turkmenistan to take their original place under the umbrella of TURKPA as soon as possible. Let me tell you clearly, TURKPA without Uzbekistan and Turkmenistan is actually lame, one of its legs is crippled. We want to see Uzbekistan and Turkmenistan among us as soon as possible." he said.
Stating that their understanding is to come together around unity and common goals, Kurtulmuş said:
"The involvement of our observer members Hungary and the Turkish Republic of Northern Cyprus, which is an integral part of the Turkish world, in a more effective and stronger way in our work will undoubtedly strengthen our unity. In this conjuncture where the world and our region are experiencing significant changes, I hope that the 13th Summit of the Organization of Turkic States, to be held in Ankara on October 30, 2026, will further our common goals and cooperation. To carry our common heritage to the future and to bring the Turkish world to the new era "It is our common goal and responsibility to become one of the most powerful centers in Turkey. I believe that TURKPA will continue to be a strong platform that puts technology at the service of people, carries forward the cooperation between our parliaments, produces solutions to our common issues and produces concrete results."
Kurtulmuş wished that the 15th General Assembly of TURKPA would lead to beneficial results and thanked Kyrgyzstan for their kind hosting.
