Fatih Dönmez, Chairman of the Turkish Grand National Assembly Artificial Intelligence Research Commission and AK Party Eskişehir Deputy, made evaluations about artificial intelligence.
In his written statement, Dönmez stated that the statements made by senior managers of artificial intelligence companies are extremely important in terms of drawing attention to the risks brought by this technology.
Emphasizing that although artificial intelligence is developing very rapidly, it is necessary to examine whether humanity's capacity to manage and control this technology is also developing at the same pace, Dönmez said:
"The ability of artificial intelligence agents to act with limited human supervision, the increasing involvement of artificial intelligence systems in critical processes in the real world, and the increasing risks of abuse have made the security issue no longer a theoretical discussion. While the world's leading technology companies point out the need to strengthen security mechanisms, many countries are developing new rules for the safe and responsible use of artificial intelligence systems.
In the face of this situation, we find it correct to have an understanding that neither fears technological progress nor ignores the risks that may arise. The point is not to stop artificial intelligence, but to build the capacity to develop it safely and responsibly for the benefit of humanity. This was the basic approach of our Turkish Grand National Assembly Artificial Intelligence Research Commission Report. "To strengthen our security, legal, ethical and audit capacity in parallel with the pace of development of artificial intelligence."
Listing the recommendations in the commission's report, Dönmez stated that their approach is not to create obstacles to technological development, but to create a safe artificial intelligence ecosystem in the right place, at the right time and with the right amount of regulations.
"Türkiye should not be a country that only uses technology in the age of artificial intelligence." Sharing his opinion, Dönmez said:
"Just as we developed our production infrastructure in the industrial age, our energy infrastructure in the energy age, and our digital infrastructure in the information age, today we have to establish the security, law, ethics and governance infrastructure of the artificial intelligence age. We need to take Türkiye's capacity in this field even further by creating a strong coordination mechanism between the public, private sector and academia. The competition of the coming period will only be 'Who will develop stronger artificial intelligence?' It will not be determined by the question. The real issue will be who can manage artificial intelligence more safely, more responsible, more human-centered and with their own national will. Our goal is not to put brakes on technology, but to establish an artificial intelligence system with Türkiye at the helm, that centers people, places security at the center of design, and prepares for the risks of the future today. "To ensure that Türkiye is among the pioneering countries that not only follow but also determine the direction of technology in the age of artificial intelligence."
