The structure of Yunlin Haixin Bridge has deteriorated and been upgraded to U4. It has been closed to traffic. The People's Republic of China hopes that it will be released under conditions.

The Haixin Bridge at the junction of Yunlin Taixi and Sihu was originally a U3 bridge (meaning it needs to be repaired within a year). The county government carried out a bridge reconstruction project in July this year. Recently, the bridge inspection company discovered that the bridge had structural problems during the project, and it was classified as U4 (meaning it needs to be closed immediately and repairs are needed immediately) and has been closed to traffic. The National People's Congress proposed in parliament that the majority of the people hope for conditional passage. The county government said it will complete the load limit assessment within a month and continue to communicate with the public.

The Transportation Bureau pointed out that the Haixin Bridge spans the old Huwei River and is an important bridge connecting Sihu Township and Taixi Township. It was opened in 1982. Since it is located in a coastal area, the structure has been immersed in salt water for a long time. The bridge piers, main beams, cross beams and bridge decks have many concrete damages and exposed steel bars. Corroded, the bridge inspection four years ago determined it to be a U3 dangerous bridge.

Director Wang Lingyao pointed out that in September last year, a subsidy of about 115 million yuan was approved by the Highway Bureau of the Ministry of Transport. In addition, the county government raised 20.4 million yuan, and a total of 136 million yuan was invested in the reconstruction project in July this year. The original bridge will be dismantled and no longer used, and a new bridge will be built 100 meters upstream. The bridge will be 7 meters wide. The roads on both sides will be raised. The slope of the approach road will also increase to meet the needs of villagers riding motorcycles and bicycles. It is expected to be completed in April of the next year.

Wang Lingyao pointed out that the current total progress is about 6%. However, due to the old bridge structure, the original Haixin Bridge was found to have exposed steel bars and corrosion at the bottom of the bridge and the abutment after the construction. It was assessed to have deteriorated into a U4 bridge. It was originally reserved for public traffic with limited load. However, to maintain public safety, the bridge has been closed to traffic. The bridge inspection company will evaluate the load capacity as soon as possible within one month, and then depending on the situation, whether it will be reopened to traffic.

County Councilor Yan Jiawei pointed out during the parliamentary inquiry that after receiving complaints from the public that after the bridge was closed, most fishermen and feed transport vehicles had to detour to the alternative road. However, the alternative road was not only bumpy but also overgrown with weeds, resulting in poor visibility.

Wang Lingyao said that he will ask the bridge inspection company to conduct a professional assessment of the content of the complaint again. Regardless of whether it is feasible, a briefing meeting will be held with the local government. If feasible, restrictions such as restricting motorcycle traffic will be implemented.

County Magistrate Zhang Lishan said that the Transportation Bureau will be asked to repair the alternative roads as soon as possible, and relevant units will be simultaneously arranged for surveys, and they will fulfill their responsibilities to make improvements, hoping to meet the needs of the people while also taking into account the highest principle of safe traffic.
