The index covers eight areas affecting the quality of life of residents: health, population and generations, municipal and social services, education, housing, environment, infrastructure and space.
The greatest importance was given to health-related activities. It was assessed, among others: expenditure on health programs per capita, number of initiatives and their scope. The availability of alcohol was also taken into account - the number of sales points and revenues from fees related to its trade. Higher values of these indicators lowered the city's rating.
