Man surnamed Liu was sentenced to 10 years and 6 months in prison for selling etomidate to underage girls

Last year, a man surnamed Liu sold 1 etomidate (commonly known as zombie cigarette cartridge) to an underage girl for NT$1,500, and even promised the girl to pay "on credit" in the future. After being arrested, Liu denied selling drugs and argued that he did not know the girl was underage. The New Taipei District Court's Collegiate Court did not accept this belief. He was sentenced to 10 years and June in violation of the "Drug Harm Prevention Ordinance" for adult trafficking in second-level drugs to minors. He can appeal.

According to the prosecutor's investigation, at about 10:27 pm on June 13, 2025, Liu Nan drove his own minivan to a supermarket in Sanchong District, New Taipei City, to meet the girl and her friends. Because the girl had met Mr. Liu before and knew that Mr. Liu had a habit of using etomidate, she asked if there were any drugs for sale.

The two parties immediately reached an agreement next to the car at a price of 1,500 yuan. Liu Nan delivered a zombie cigarette cartridge on the spot and agreed to let the cashless girl pay the price on credit and pay the price in the future. The next morning, the police found the girl in possession of the cigarette cartridge, and the girl revealed the source of the drug. The prosecutor then launched a search, seized relevant items from his residence and vehicle, and charged Mr. Liu.

Mr. Liu flatly denied drug trafficking; his defender argued that Mr. Liu did not know that the other party was underage and the two parties did not have a deep friendship, so how could he agree to sell drugs on credit? In addition, the surveillance camera did not capture a clear picture of drug delivery, and argued that he should be acquitted.

The collegial court believed that the girl and her friends testified during the investigation that they had mentioned that both of them were underage when chatting with Mr. Liu in the past. Their descriptions were highly consistent, and the monitor images and mobile phone base station tracks also confirmed that Mr. Liu did drive to the meeting that night. In addition, there was no grudge between the two parties. The witness had no reason to risk perjury to frame Mr. Liu, which was enough to find that his testimony was highly credible and that Mr. Liu was indeed selling drugs knowing that the other party was underage.

The collegial panel considered that Mr. Liu knew that drugs were very harmful, but ignored the government's determination to investigate and sell second-level drugs to minors. He always denied the crime after committing the crime and found it difficult to show sincere remorse. After taking into account his criminal motives, purposes, living conditions and other circumstances, the collegial panel sentenced him to the above sentence.
