A man surnamed Ke, who has a long history of violating public decency, often exposed himself in schools and parks in Pingtung City, frightening many people and schoolchildren. Shortly after he was released from prison for public indecency, he went to a Pingtung park to expose his naked body. The police reportedly arrested Ke The Pingtung District Court tried and sentenced Ke Nan to six months in prison for public indecency, subject to a fine and an appeal. Some people believe that the government should take measures to deal with habitual offenders to avoid becoming a time bomb in the social safety net.

Ke Nan, who is in his 60s, had just been released from prison after serving a sentence for public indecency. In October last year, he went to a crowded Pingtung park to expose himself and play with his private parts, frightening many people. After the police reportedly arrived at the scene, they discovered that it was the "Nude Bird" in Pingtung City. "The habitual offender Ke Nan was immediately arrested and sent to prison. Ke Nan often exposed his naked body in various urban campuses, frightening female teachers and students at the school.
