Jiang Yijie, a 38-year-old female social worker at the Taipei City Social Affairs Bureau, was suspected of taking advantage of her position to secretly embezzle the property of five elderly people who were declared guardians, with a total amount of more than 12 million yuan. Jiang admitted her crime after being detained and charged. The prosecutor found that she was involved in a felony of corruption and was in danger of fleeing, and her application to the Taipei District Court for a detention ban was approved.

Prosecutors investigated and found that Jiang Nu had worked in the Elderly Welfare Section of the Taipei City Social Affairs Bureau since 2024, responsible for the placement and property management of the elderly who were declared guardianships in Wenshan District. Since most of these elderly people are unable to take care of their own finances due to mental defects, Jiang Nu took advantage of the opportunity of keeping their bankbooks and seals to underpay and overpay for the resettlement agency fees for the elderly, pocketing the difference. When the prosecutors searched Jiang Nv's residence, they seized more than a dozen brand-name bags such as Chanel, LV, and Hermès, as well as watches, rings, and other fine products, with a rough estimate of the total value exceeding one million yuan. Jiang Nv admitted the crime during the interrogation, and the North Court ruled yesterday afternoon that her detention was prohibited.

This embezzlement case, which has lasted for more than a year, has raised many questions about the internal control mechanism of the Social Affairs Bureau, including how the property is managed for the warded elders, how often the accounts are checked, how many layers of verification are needed for withdrawals, whether the passbook and seal are kept separately, and how the supervisor reviews it. Why more than 12 million yuan of money could be easily misappropriated from five elderly people was not discovered until the person in charge resigned.
In the face of repeated inquiries, the Social Affairs Bureau of Beijing Municipality only said that it was inconvenient to disclose the information and did not provide further explanation because it involved individual case information and feared being concerned by the court's letter. In fact, the administrative procedures and internal control systems were not within the scope of non-disclosure of the investigation. The Social Affairs Bureau's evasive attitude allowed the entire controversy to continue to expand.
