Hsinchu City Councilor Lin Yanfu mentioned at the parliamentary business inquiry today that the city government expected to hold the 30 million bid for the Hsinchu Baseball Stadium’s opening exchange game on November 1. However, the bid was only opened on October 5, and the preparation period was only 26 days. It was obviously a pre-election show and may violate the procurement law. He called on the inspection and political conduct units to intervene in the investigation. The Municipal Education Department responded that the reopening of the baseball stadium is expected to be held in November. The procurement project announcement, bidding and bid opening schedule, project acceptance and whether the opening activities are suitable for use are administrative procedures at different stages. The city government handles the acceptance and venue use procedures in accordance with the contract and relevant regulations.

Lin Yanfu questioned that in the 30 million bid, the Education Department designated the opening match as a priority on November 1 this year, and the event must be completed by November 25 at the latest. However, the bidding for this case was only opened on October 5th, and the three-day exchange competition will be held on November 1st. This means that the preparation period for the manufacturer from winning the bid to execution is only 26 days. The three-day event includes venue and match execution, TV and online broadcasts, professional anchors and ball commentators, and transportation maintenance, exchange competition team-related expenses, as well as lighting, sound and other software and hardware equipment required for artist performances and on-site execution. It even includes media and online publicity, photography records, and markets, stalls, and event facilities around the stadium.

Lin Yanfu said that if the manufacturer is determined to win the bid, it may not be able to recruit high-quality teams, traffic planning and public safety will not be able to respond quickly, and marketing and publicity will be greatly reduced. It is understood that inviting first-class multinational or professional baseball teams and players usually requires negotiation and processing of relevant insurance and contracts several months to six months ago. It is doubtful that such a large bid only has a 26-day preparation period. If the opening game is to be held on November 1 as scheduled, and to ensure that first-class teams are invited and complete planning is in place, the only possibility is that a specific manufacturer has already received the news and started taking action.

He believes that this bid may violate the fairness principle of Article 6 and the confidentiality obligation of Article 34 of the Procurement Law. The organizer may be forced to bear the crime of "profiteering" and "the crime of leaking secrets other than national defense." This is because the city government has to rush to complete the competition before the election. He advises the Gaohongan City Government not to put on a show for the election and spend a lot of money to pay for it.
