Gyeonggi Province and Provincial Council hold last-minute negotiations over revised plan to increase 32 billion won

The provincial and provincial councils are engaged in last-minute negotiations on this year's second supplementary budget, which Gyeonggi Province prepared by cutting 500 billion won in budget due to the financial crisis.

According to Gyeonggi Province on the 24th, the Provincial Council prepared an amendment that reduced the amount of the increase in the previous day's supplementary budget to 32 billion won.

Previously, the Provincial Council prepared a coefficient adjustment plan that increased about 80 billion won for postnatal care expenses and labor costs of affiliated public institutions that were excluded or reduced in the supplementary budget and delivered it to the provincial executive department on the 18th.

However, when negotiations with the provincial executive department were difficult, the increase was reduced to about 50 billion won, and when there was no progress in negotiations, an amendment was presented again.

An official from the provincial council said, “This is the last amendment and the final notification for us.”

First of all, it is reported that the provincial and provincial councils have reached an agreement on several issues.

In particular, the postpartum care support project, which led to a petition for the resignation of Gyeonggi Province Governor Choo Mi-ae, is expected to continue without interruption.

It is known that the provincial and provincial councils have agreed not to suspend budgets for some projects, such as the postpartum care support project and the children's health fruit supply project, which provides fruit packages twice a year to preschool children who are cared for at home instead of attending daycare centers or kindergartens.

Gyeonggi Province decided to terminate the postpartum care support project after operating it only up to the application period this month due to the establishment and expansion of similar support systems such as the government's 'First Meeting Voucher' and city and county childbirth subsidies. However, it faced backlash from residents, with a petition opposing the termination of the project as well as a petition for Governor Chu's resignation posted on the 'Gyeonggi Provincial Petition' website.

If the provincial and provincial councils reach a final agreement on the supplementary budget, it is expected to be resolved at the Provincial Council's Budget and Settlement Special Committee as early as the morning of the 29th and processed at the plenary session on the afternoon of the same day.

A provincial official said, "We have received a new amendment from the Provincial Council and are reviewing it. We will do our best to ensure that the supplementary budget is resolved as soon as possible through close consultation with the Provincial Council until the end so that there is no disruption in the promotion of public welfare projects."

Nam Jong-seop, Chairman of the Provincial Council, said, “I hope that Gyeonggi Province will reexamine the reasons why the National Assembly requested budget restoration, and that the two-party negotiating group will also create a point of contact to protect the budget needed by provincial residents.”
