The Ministry of Health and Welfare's "Residential Service Institution User Subsidy Program" will launch a "dual-track upgrade". For moderately and severely disabled people who require 24-hour intensive care and live in residential institutions, the monthly subsidy will be increased by 5,000 yuan, with a maximum of 180,000 yuan for the whole year; and physical and mental The cost subsidy for residential care for persons with disabilities has also been increased by 5,000 yuan per month. The number of beneficiaries under the new system is about 100,000, and the investment is about 16.6 billion yuan. Applications will be open from September 14, and the review and appropriation of applications before the end of October will be completed by November 30.

Wu Xiwen, deputy director of the Department of Care of the Minister of Health and Welfare, pointed out that in order to ease the family care and financial burden of moderate and severe institutional residents, the Ministry of Health and Welfare has adjusted the relevant subsidy amounts, recognition methods and issuance schedules, and increased subsidies for residential care costs for people with disabilities.

For residents of residential institutions who have been assessed to need level 4 or above for long-term care, or who hold a certificate of moderate or above physical or mental disability, Wu Xiwen said that the monthly subsidy amount will be increased by 5,000 yuan, reaching 15,000 yuan per month, with a maximum of 180,000 yuan for the whole year.

In addition, those who have been approved to receive residential care subsidy for people with disabilities in 2026 or before, and hold a certificate of moderate or above disability, the original subsidy system will remain unchanged, and they can also apply for a monthly accommodation fee subsidy of 5,000 yuan.

Wu Xiwen said that in the future, the subsidy recognition will also be changed from "annual accumulation" to "monthly recognition". If the actual stay in the month exceeds 1/2 of the calendar days, it will be recognized as one month. The local government will review and disburse the funds twice in the first and second half of the year. There will also be a transitional guarantee this year. For those who were approved to receive 120,000 yuan last year and accumulated 180 days of stay from January to August, 120,000 yuan will be awarded during this period. From September onwards, they will be recognized on a monthly basis according to the new system.

As for the subsidy application period, Wu Xiwen said that people will be able to apply for relevant subsidies from local governments next Monday, or agencies will submit the applications on their behalf. Taking into account the announcement time of the new system, local governments will be asked to complete the review and appropriation of cases applied before the end of October before November 30.

Wu Xiwen said that the agency accepting the second batch of cases starting in November should complete the second half qualification review and accounting of the current year's application cases before January 31 of the following year of the subsidy year. For those who meet the subsidy conditions and the review result is "passed", the municipality, county (city) government that accepted the application will complete the payment issuance process within 2 weeks after the review is completed.
