The head of the Center for Social Development proposed to review the rules for returning goods on marketplaces

Pavel Smelov, head of the Center for Social Development, announced a possible revision of the rules for returning goods on marketplaces due to customer abuse.

It is proposed to limit the return of certain categories of goods, such as food and medicine, and for perfumes, cosmetics, electronics and some other categories to bring the return procedure closer to the rules of traditional trade.

It is planned to increase the transparency of control over returns for sellers and to fine-tune legislation, including the law “On the Protection of Consumer Rights”.

MOSCOW, September 27 - RIA Novosti. Sellers on marketplaces are faced with abuse from buyers who return goods of proper quality, so the rules for returning them may be revised, Pavel Smelov, head of the Center for Strategic Research (CSR), told RIA Novosti.

“However, the scale of the phenomenon really requires attention. Specific adjustments to the legislation on consumer protection are necessary, first of all, regarding the return of quality goods purchased on marketplaces - when the product has no flaws, but it did not suit the buyer or he simply changed his mind,” Smelov said.

According to him, it is advisable to limit the return of certain categories of goods that cannot be freely returned in regular offline retail, for example, food and medicines.

“For perfumes, cosmetics, electronics and some other categories, it is reasonable to bring the return procedure closer to the rules of traditional trade after the buyer has inspected the goods and confirmed its receipt,” explained the head of the Center for Return.

Currently, according to the consumer protection law, such goods of good quality purchased in a store cannot be returned.

“It is also necessary to increase the transparency of control over returns for sellers. There are situations when an entrepreneur sees a large number of refusals, and later finds out that the goods were damaged at one of the stages of the supply chain and have lost their appearance. If such costs are completely passed on to the seller, ultimately he will be forced to include them in the price,” Smelov added.
