In response to the recent large-scale illegal and anonymous smearing of billboards beside the National Highway No. 10 interchange in Qishan District, Ke Zhien, the KMT Kaohsiung mayoral candidate and legislator, today (14th) asked the Kuomintang League Chief Huang Xiangshu and others to go to the Qiaotou District Prosecutor's Office to submit a criminal complaint. The person who hung the billboards violated the "Election and Removal of Public Employees Act" and called on the prosecutors to seek a harsher sentence to correct the election style.

The sign, located at the Qiping intersection in Qishan District, contains the words "Ke Zhien who refuses to cut Kaohsiung's fiscal budget". A red-backed diagonal prohibition symbol is overlaid on Ke Zhien's name and signed "Citizens who love Kaohsiung's hometown appeals."

In response, KMT parliamentary group chief Huang Xiangshu, councilor Chen Lina, councilor candidate Huang Yunhan and city party spokesman Zhang Yongjie went to the Qiaotou District Prosecutor's Office today to submit a criminal complaint.

Huang Xiangshu pointed out that the legislators are representatives of the central public opinion and have no power to review or delete the Kaohsiung local government's fiscal budget. The contents of the bulletin board are purely fabricated. The defendant deliberately avoided verification and deliberately remained anonymous, showing obvious "real malice."

Chen Lina said that the illegal billboard was set up anonymously. Today, on behalf of Ke Zhien, she requested the prosecutor to investigate the relevant evidence, including a letter to the competent authority, access to the Kaohsiung City Government for large-scale advertising billboard permit application materials, and access to evidence such as leases and capital flows to comprehensively track down the mastermind behind the scenes.

Huang Yunhan pointed out that in order to prevent specific candidates from being elected, some people spent huge sums of money to erect large illegal billboards to maliciously smear the candidates, seriously undermining the fairness of the election and the spirit of democracy and the rule of law. In response to Lin Huixin, a candidate for city council of the Democratic Progressive Party, who claimed on Facebook that the billboard had been "checked for water meters" after it was removed from the shelves, Huang Yunhan questioned that as a representative of the people, Ke Zhien has no administrative power. According to Lin Huixin, "Is it the city government under the leadership of the DPP that is checking people's water meters?" If the content of the billboard is legal and legitimate, why did it take the initiative to take it down?

Huang Yunhan said bitterly that Lin Huixin, as an assistant to the people's representative, does not understand the rights and responsibilities of the administrative department and public opinion representatives. Is she qualified to run for public opinion representatives? We hope that the investigation unit will quickly launch investigations, ascertain the facts and prosecute in accordance with the law, so as to comprehensively safeguard a clean election atmosphere.
