Guangxi issues new regulations to improve maternity medical security policies and improve maternity benefits

China News Service, Nanning, September 29 (Huang Yanmei, Pang Xuejiao) The Medical Security Bureau of the Guangxi Zhuang Autonomous Region introduced on the 29th that recently, the department, together with the Department of Finance of the Guangxi Zhuang Autonomous Region and the Guangxi Zhuang Autonomous Region Taxation Bureau of the State Administration of Taxation, jointly issued the "Notice on Improving Policies on Maternity Medical Security in Guangxi" (hereinafter referred to as the "Notice") to help improve the quality and efficiency of maternity security through a series of measures to benefit the people.

The "Notice" will be officially implemented on October 1, 2026. It focuses on public concerns and promotes the construction of a child-friendly society through measures such as expanding the coverage of maternity insurance, consolidating and improving the level of maternity medical expense protection, and improving the benefits of unemployed spouses of male employees.

The "Notice" proposes to promote the inclusion of flexible employment personnel into the scope of maternity insurance. Insured persons can choose to participate in maternity insurance simultaneously when participating in the basic medical insurance for employees. After paying, they can enjoy maternity medical expenses and maternity allowances in accordance with regulations.

The "Notice" proposes to consolidate and improve the level of maternity medical expense protection for female employees. In terms of prenatal examination fees, female employees meet the prescribed prenatal examination fees. There is no deductible for maternity insurance payment, the payment ratio is 70%, and the maximum payment limit of the fund is 1,500 yuan. After the quota is used up, if the insured person still has a quota from the employee medical insurance general outpatient co-ordination (limit of 2,000 yuan for active employees), he can continue to be reimbursed according to the provisions of the employee medical insurance general outpatient co-ordination. After the two items are superimposed, the maximum reimbursement for prenatal examination expenses is 3,500 yuan.

In terms of medical expenses for hospitalized births, maternity insurance implements limit protection. The limit payment standards for normal births, difficult births, normal births of multiples, and difficult births of multiples are 4,500 yuan, 5,500 yuan, 5,000 yuan, and 6,000 yuan respectively. Under the limit standards, there is no deductible for hospitalized birth medical expenses within the scope of the policy, and they are fully reimbursed by the maternity insurance fund. Under the limit standards, individuals have "no out-of-pocket payment" for hospitalized births within the policy scope, and the part exceeding the limit is borne by the insured.

In addition, Guangxi supports qualified localities to further improve the level of medical expense protection for hospitalized childbirth by optimizing medical insurance payment methods, and promotes the realization of "zero out-of-pocket payment" for individuals in hospitalized childbirth within the scope of the policy.

The "Notice" clarifies that male employees who participate in maternity insurance and their unemployed spouses who have participated in basic medical insurance in the Guangxi Zhuang Autonomous Region will enjoy medical expenses within the scope of the hospital delivery policy in accordance with the treatment standards for female employees. The reimbursement limits for natural birth, difficult labor, multiple births, and multiple difficult births are 4,500 yuan, 5,500 yuan, 5,000 yuan, and 6,000 yuan respectively. The treatment standards have doubled compared with the previous ones.
