Jian Shupei questioned the recruitment and review mechanism of the Employment Service Office in the case of a social worker in Beihang City being involved in the theft of tens of millions of dollars

The Civil Affairs Committee of the Taipei City Council reviewed the budget of the Labor Bureau today.

A former social worker named Jiang from the Taipei City Social Affairs Bureau is suspected of embezzling tens of millions of dollars from his elders. Assemblyman Chien Shupei broke the news today (29th) that the social worker was recruited into the city through the platform of the Employment Service Office of the Labor Bureau, and immediately served as a social worker supervisor after joining the city. The Employment Service Department stated that the review and recruitment are all the responsibility of the Social Affairs Bureau, and the Employment Service Department only provides a platform. The Social Affairs Bureau responded that everything would be handled in accordance with regulations.

When Jian Shupei was reviewing the Labor Bureau's budget at the Civil Affairs Committee, he asked the Employment Service Office to learn about the city government's talent recruitment platform and whether there was an audit mechanism. Jian Shupei mentioned that the interview should be reviewed by the Labor Bureau, experts and scholars, and personnel from the applicant unit. He questioned that the city government did not investigate or understand the background of the social worker, and directly appointed the social worker surnamed Jiang as a manager.

Jian Shupei pointed out that the former social worker surnamed Jiang from the Social Affairs Bureau who was involved in embezzling the savings of his elders started working at the Beijing Home Defense Center in October 2018, and in August 2021, he worked as a social worker in private foundations and courts.

Afterwards, he applied to join Lao Fuke of the Municipal Social Affairs Bureau through the platform of the Employment Service Department. He joined the job in May 2024 and was responsible for family caregiver services. From October of the same year, he co-organized the case administrative contact and guardianship assistance case work of the elderly service center. He also served as a social worker supervisor as soon as he joined the job. He did not leave until June this year.

The Employment Service Office said that the interviewers did not include the Labor Bureau, but the Human Resources Office. The Employment Service Office was only responsible for providing a platform, and the recruitment content or standards were decided by the Social Affairs Bureau. The Social Affairs Bureau simply "handled the case in accordance with regulations."
