The Taiwan Civil Front and other groups launched the "Don't let the Legislative Yuan open for debate" demonstration, raising five major demands.

About 40 groups, including the Taiwan Civic Front and the Taiwan United Economic Democracy, co-organized the "Legislative Yuan session should not be disrupted, citizens sound the alarm after work" tonight, putting forward five demands in the Declaration of Action, including that the 2026 supplementary budget cannot be postponed, the October supplementary budget will not be postponed if the Blue Committee withdraws from the county mayor election, the increase in social welfare will not be delayed, the paralysis of state agencies will be stopped, and the operations of the Supervisory Yuan, the Communications Committee, and the Public Inspection Review Committee will be restored.

Zou Yunhan, a researcher at the Economic Alliance think tank, read out the declaration of action and said that Taiwanese citizens want to gather in the Legislative Yuan because politicians do not abide by the democratic constitutional system. The Legislative Yuan, which is supposed to be a collegiate system, has turned into "re-amendment motion centrism" that was gnashed at the ears of Kuomintang League Chief Fu Kunqi and People's Party Chairman Huang Guochang; The legislative-executive relationship that should be equal checks and balances has been distorted into "parliamentary governance." Kuomintang legislator Weng Xiaoling even said that it is a "top-down relationship." Even if the Executive Yuan does not countersign and the Constitutional Court refuses to review, it cannot solve the problem of abuse of power in Congress, including the paralysis of the Supervisory Yuan, NCC, and Public Security Bureau personnel review.

Zou Yunhan said that citizens took to the streets again today because there are three urgent crises related to the survival of Taiwan's democracy and freedom. First, there is the crisis of China's military threat and the urgent need to strengthen Taiwan's independent national defense. Among the 145.7 billion yuan in the "strengthened national defense" supplementary budget, 140.7 billion yuan is for independent defense projects previously cut by the Eighth Blue Committee, including domestic drones, commercial drones and drone countermeasures systems, mid-level anti-tactical ballistic missile systems, urgent ammunition replenishment, the expansion of the Troop Awareness Application Kit (TAK), Taiwan-US military cooperation and other confidential budgets. These additional budgets must be passed before the end of October.

Zou Yunhan emphasized that domestically produced drones cannot wait, and the October supplementary budget will not be enough, otherwise the eight Kuomintang candidates who want to run for county mayor will withdraw from the election, including Su Qingquan of Pingtung, Ke Zhien of Kaohsiung, Xie Longjie of Tainan, Zhang Jiajun of Yunlin, Jiang Qichen of Taichung, Chen Yuzhen of Kinmen, In the past two and a half years, Hsinchu Xu Xinying, Yilan Wu Zongxian, etc., following the Kuomintang League Chief Fu Kunqi, former People's Party League Chief Huang Guochang, and Kuomintang Legislator Weng Xiaoling, slashed the 2025 national defense budget and delayed the 2026 general budget review, all of which failed. If these eight Lan Wei current committee members want to run for county and city leaders, they should work hard to persuade the party members to pass the 115-year central government general budget supplementary budget before the end of October, otherwise there will be no need to run.

Zou Yunhan said that the Executive Yuan’s social welfare increase budget of 21.5 billion yuan will be implemented retroactively from July 1 this year. It is expected to benefit 3.18 million grassroots people, including the increase in the old farmer’s pension to 10,000 yuan, the national pension to 5,000 yuan, and the increase in six major social welfare subsidies.

Zou Yunhan also called on the Blue Committee to stop paralyzing state agencies, because since the opening of the current Legislative Yuan, the "massive blocking" stance established by Chairman Fu Kunqi and Chairman Huang Guochang has deviated from the reasonable parliamentary supervision of a democratic country and is actually paralyzing state agencies. It calls for the Control Yuan, the Human Rights Commission, the Communications Commission, the Personal Information Commission, and the Public Information Review Commission to resume operations, and the Constitutional Tribunal, the Central Election Commission, and the Fair Council should fill up their quotas.
